Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. 
 
Job Summary
Under direction of the Associate Director of Performance Management, the Project Manager (PM) will coordinate and execute projects that respond to the needs of those experiencing homelessness in Los Angeles. The work of the PM is multi-faceted and will focus on but not be limited to various funder and stakeholder projects, with attention to external requests from City and County.
 
Activities and responsibilities of the Project Manager will vary, according to the external request and internal need(s) of the Performance Management Division, with Project Management activities and responsibilities ranging from:
 

  • The receipt, delegation, monitoring, tracking, and coordination of assignments necessary to research, analyze, compile, synthesize, and produce reports, budgets, leases, data, policies, contracts, Statements of Work, etc., by request of City and County, and/or other funders.
  • The development and implementation of pilots and special projects by request of external partners (i.e., City and County funder(s), from inception to completion, inclusive of facilities considerations, for the creation of Safe Parking, Shelter, Hygiene, Storage, etc., pilots and projects across the County of Los Angeles  

 
The PM works in close collaboration with other system partners within the city and county as well as all LAHSA departments. The ideal candidate will enjoy working in a fast-paced environment, managing complex and competing priorities and constituents, and working efficiently under deadlines.

Essential Job Functions

  • Simultaneously manage multiple internal and external projects from inception to completion, inclusive of the coordination, planning, research, delegation, monitoring, tracking of Performance Management division activities in response to external requests for report development, budget development, contract development, lease development, facilities considerations, design and implementation of homeless services programming, etc.
  • Maintain clear project management tools and protocols that considers goals, strategy, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
  • Define project scope, timeline, deliverables, milestones, and required tasks in collaboration with project stakeholders.
  • Determine and manage project resources and procurement of vendors for project activities.
  • Support internal processes to ensure timely completion of project contracting.
  • Create strategic solutions with attention to system opportunities and barriers.
  • Professional, tactful, and measured communication with project stakeholders to ensure shared understanding of deliverables and timeline.
  • Proactively manage and escalate risks throughout the project lifecycle
  • Maintain process and documentation for request, tracking, and approving changes to project scope, deliverables and/or timeline
  • Collaborate with stakeholders, including intergovernmental peers, elected officials, non-profit partners and general public, and community.
  • Other duties as assigned.

Knowledge, Skills & Abilities

  • Knowledge of the LA CoC HMIS
  • Excellent people skills, specifically customer service skills and a capacity for collaboration and interpersonal relationships
  • Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences
  • Strong organizational skills with a strong attention to detail
  • Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook)
  • Ability to simultaneously manage multiple projects and timelines
  • Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology
  • Demonstrated ability to work with diverse community and organizational groups
  • Other duties and special projects as assigned

Training & Experience

  • Bachelor's Degree preferred in fields related to Social Work, Social Welfare, Public Health, Public Administration, Public Policy, or another similar field.
  • Relevant work experience managing projects and collaborating with government agencies.
  • The successful candidate is required to have strong knowledge of the non-profit, social services, and/or government sectors, with successful management and implementation of programs, services, and/or projects in those sectors.
 
Salary Range:  $62,091 - $90,031
Appointments are typically made between the minimum and the midpoint of the range, depending on qualifications.
