THE POSITION
 The Conservation Programs Analyst performs a variety of difficult and responsible professional duties in support of the development and administration of Distributed Generation, Demand Side Management, Research Development & Demonstration, Rate Assistance, and Sustainable Development programs to meet Department of Water and Power business goals and regulatory requirements.

IDEAL CANDIDATE
The ideal Conservation Programs Analyst will have strong critical thinking skills to assist in the analyzing and interpretation of data resulting from the research of conservation incentive programs. The ideal candidate will be a project manager that can initiate the development of new incentive programs, educate customers on program benefits and requirements, and implement these new programs.  Work requires learning and applying technical conservation program knowledge and the application of well-developed interpersonal communication and customer relationship management skills.

• Conducts assigned research and analysis of legal requirements, trends, emerging and innovative technologies and initiatives in other agencies/utilities; evaluates customer data for assigned consumption types or characteristics, assists in developing and implementing program proposals.
• Administers smaller-scale water conservation, energy efficiency or distributed generation programs; documents site evaluations and installation of products and measures; tracks work progress by contractors; verifies work performed and completed and the accuracy of contractor invoices; approves invoices and processes rebates for payment.
• Collects data from various sources and analyzes costs and benefits of assigned water conservation, energy efficiency or distributed generation programs, taking into account variables such as weather changes and other conditions; reports findings, conclusions and recommendations.
• Reviews a variety of rebate applications; ensures completeness and appropriate documentation; verifies guidelines and eligibility requirements have been met; calculates rebate amounts; follows up with customers to resolve discrepancies and missing information; enters information into tracking software.
• Participates in tracking and monitoring program expenditures against budget; maintains records of vendor contracts and associated invoices.
• Plans, organizes, coordinates and conducts educational and hands-on workshops for community and other groups.
• Provides information, answers questions and researches customer account issues.
• May oversee the work of summer students and volunteers performing basic support duties.
• Regular attendance is an essential function of this classification.

• Graduation from an accredited four-year college or university with major coursework in earth or plant sciences, economics, business administration, marketing, engineering or another relevant field,AND at least one year of responsible experience in conservation programs, or in communications or public outreach;
• Experience in a public agency is preferred.

Probationary work period is one year.
