Access Services is seeking a highly skilled and analytical Systems Administrator (Data). The Systems Administrator (Data) is an essential contributor to Access Services' IT team. Reporting to the Director of Information Technology, the Systems Administrator (Data) is responsible for supporting, expanding and optimizing our data and data pipeline architecture, optimizing data flow and collection for cross-functional teams. This position performs critical database maintenance, converting paratransit data for business presentation utilizing Tableau and Rider360 and different systems according to business needs.  Additionally, the Systems Administrator(data) will be responsible for ensuring data is accurate, presentable, and completed on time. 
 
Technology is the core to Access Services' operations; extending to operations, finance, human resources, fleet, customer services, planning, services providers and most importantly, our riders utilizing paratransit services.  Access Services' IT plays a crucial roles in the public transit industry by leading the assistive technology implementation to enhance the life of disabled communities and riders.  We have successfully introduced real-time vehicle location mobile apps, online reservation systems and an online eligibility registration system to mobilize our riders.  We are continuing with our focus on accessible and autonomous vehicles, artificial intelligence and machine learning, in conjunction to wayside guidance and BLE beacon to enhance our services.  Be part of the technology team at Access Services where your contributions will directly help enhance our community.

WHO WE ARE:
Access Services, a  local public entity, is the Los Angeles County Consolidated Transportation Services Agency ("CTSA") and administers the Los Angeles County Coordinated Paratransit Plan ("Plan") on behalf of the County's 45 public fixed route operators (i.e., bus and rail).  Pursuant to the Plan, Access facilitates the provision of complementary ADA paratransit services to certain persons with disabilities as required by 42 U.S.C. §12143 under the name "Access Paratransit."  Paratransit is an alternative mode of flexible passenger transportation that does not follow fixed routes or schedules.
 
OUR LOCATION:
Access Services headquarters is located in METRO's Division 9, El Monte Station. The new El Monte Station, which opened on October 14, 2012, was expanded to more than double its size, with a two-level bus terminal station with 29 bays. The state-of-the-art facility, the largest west of Chicago, is a major regional transfer center serving 22,000 Metro, Foothill Transit, El Monte Transit and Greyhound passengers daily, with the potential to accommodate nearly twice that capacity. The El Monte Station connects the San Gabriel Valley to Downtown LA and the rest of the Metro bus and rail system via the Metro Silver Line. Additionally, adjacent to the El Monte Station a new development, Gateway Plaza, is in the construction process and will be a complex combining residential and commercial spaces. Transportation, shopping, and dining – all within short walking distances.

Examples of Duties

Duties may include, but are not limited to, the following:
  • Create and maintain optimal data pipeline architecture;
  • Assemble large, complex data sets that meet functional and non-functional business requirements;
  • Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.;
  • Build the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL;
  • Build analytics tools that utilize the data pipeline to provide actionable insights into customer acquisition, operational efficiency and other key business performance metrics;
  • Work with stakeholders including the Executive and Operations teams to assist with data-related technical issues and support their data infrastructure needs;
  • Keep our data separated and secure across different service regions;
  • Work with data and analytics experts to strive for greater functionality in our data systems;
  • Manage Tableau application;
  • Maintain/create reporting requirement via Tableau to fulfill business needs; and
  • Other duties as assigned.

Typical Qualifications

QUALIFICATIONS:  A combination of education, experience, and training that has provided the necessary knowledge, skills, and abilities is required for entry into the classification. EDUCATION: Bachelor's Degree (BA, BS) from an accredited four-year college or university with major coursework in business, mathematics, information systems, computer science or a closely related field.
 
EXPERIENCE: Three years of increasingly responsible database management experience, which includes designing schemas, maintaining databases, analyzing data, and SQL-programming or equivalent for public sector or transit agencies. A combination of education and experience may be considered. An advanced graduate degree is highly desirable.
 
CERTIFICATES: Certification in the following programs is highly desirable:
PMP, Tableau, ESRI Developer/Enterprise Associate.
 
Preferred Qualifications:
  • Experience with big data tools: Hadoop, Spark, Kafka, etc.;
  • Experience with relational SQL and NoSQL databases, including Postgres and Cassandra;
  • Experience with data pipeline and workflow management tools: Azkaban, Luigi, Airflow, etc.;
  • Experience with Azure cloud services: Kubernetes;
  • Experience with .Net, C#, Python, Ruby development tools;
  • Experience with ESRI web application development and Enterprise Geodata Management; and
  • Have a strong appreciation for customer service and service quality improvement. 
KNOWLEDGE, SKILLS, AND ABILITIES:

KNOWLEDGE OF:
  • SQL and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.
  • Message queuing, stream processing and highly scalable 'big data' data stores.
  • Tableau administration and reporting.
  • MS SQL database integration with geospatial maps.
SKILL IN:
  • Communicating effectively in English, both written and verbally.
  • Drafting reports, business correspondence and procedural manuals.
  • Working with unstructured datasets, building processes to support data transformation, data structures, metadata, dependency and workload management.
  • Project management, organization, and meeting timelines.
  • Present information and responding to questions from a variety of groups from managers, to clients, customers, and the general public.

ABILITY TO:
