Description

Southern California Association of Governments (SCAG) is seeking a highly skilled and analytical Database Administrator. The Database Administrator works as an essential contributor to SCAG's IT team. Reporting to the Manager of Application Development & Support, the Database Administrator is responsible for supporting and maintaining application, GIS, and reporting databases. This position performs critical database maintenance, system administration, and data analysis activities. The Database Administrator will work closely with end-users, application development teams, and independently to facilitate the organization's use of databases across multiple applications.

SCAG's Application Development and Support team is responsible for many of SCAG's core technology systems and involved in multiple SCAG initiatives. The team develops, manages, tests, supports, maintains, and consults on applications including region shaping metropolitan planning systems, operationally focused finance and support systems, and public facing information sharing systems. Some of the current applications and technologies used include Microsoft Great Plains (GP), WorkPlace, OnBase, Microsoft CRM, custom Inter-Government Review (IGR), custom Finance Management Systems(FMS), custom Active Transportation Database (ATDB), Microsoft Dynamics 365, ESRI ArcGIS, ArcGIS Online, ServiceNow, Microsoft SQL Server, SQL Server Reporting Services (SSRS), and Crystal Reports.

OUR LOCATION
SCAG headquarters is located in the hub of busy downtown Los Angeles, at Figueroa and 7th streets. SCAG has recently relocated to the 900 Wilshire Building, a new, multi-use hotel and office complex that features state of the art architecture and technology. The downtown area has expanded with LA Live, new restaurants, music, sports, shopping, libraries, museums and theaters. SCAG is in a culturally diverse area near Koreatown, Little Tokyo, Chinatown, Olvera Street and Grand Central Market. Southern California boasts near-perfect weather and close proximity to mountains, beaches and deserts, which encourages physical fitness and year-round activities.

For ease of commuting, the LA office is located across the street from the Metro Red Line 7th St. station and is easily accessible by commuter trains and buses serving surrounding areas. Metro's light rail and subway connect downtown LA to Hollywood, Universal City, Santa Monica, Pasadena, Azusa, Long Beach and many vibrant and up-and-coming neighborhoods.

Founded in 1965, the Southern California Association of Governments (SCAG) is a Joint Powers Authority under California state law, established as an association of local governments and agencies that voluntarily convene as a forum to address regional issues. Under federal law, The SCAG region encompasses six counties (Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura) and 191 cities in an area covering more than 38,000 square miles. The agency develops long-range regional transportation plans including sustainable communities' strategy and growth forecast components, regional transportation improvement programs, regional housing needs allocations and a portion of the South Coast Air Quality management plans. Currently, the Regional Council consists of 86 members.

Essential Duties and Responsibilities

  • Create and maintain enterprise databases and system documentation in a client/server environment. 
  • Design and document schemas for application databases, operational data stores, and data warehouses. Ensure each database is used for its intended purpose. Create data structures and indexes for efficient operations.
  • Support data protection and resiliency efforts by performing critical database maintenance, backup, restoration, and upgrade tasks.
  • Secure databases by setting up user accounts and groups with proper levels of access.
  • Monitor databases to ensure databases are up and in a healthy state by checking for potential data consistency issues and auditing data for potential problems.
  • Develop SQL statements. Create and optimize queries; develop stored procedures; create views; optimize data structures; support application development efforts.
  • Create, maintain, and monitor extraction, transform, and load (ETL) processes and jobs to ensure data quality and consistency.
  • Provide database support by troubleshooting issues related to SQL Server, addressing assigned support and maintenance tickets, and resolving database issues as they arise.
  • Participate in the physical and logical design of data/information system architecture and data file structure. 
  • Provide on-going capacity analysis and planning to determine future hardware requirements and/or configuration changes.
  • Maintain and enhance the agency's CMS (Communication Emergency System) and the ISD Work Request System.
  • Act as backup for other Database Administrators when they are unavailable.
  • Support general system administration efforts across SCAG's portfolio of applications such as Windows Server, Microsoft GP, Microsoft Dynamics 365, Microsoft SharePoint, Office 365, OnBase, ArcGIS Online. 
  • Provide technical assistance to staff members throughout the agency regarding database management policies, procedures, and operations; assist with training users.

Minimum Qualifications

EDUCATION: Equivalent to a Bachelor's degree from an accredited college or university in Computer Science or related field.
 
EXPERIENCE: Three years of increasingly responsible database management experience that includes designing schemas, maintaining databases, analyzing data, and SQL programming.

KNOWLEDGE OF: Database queries, theory, and design; Microsoft SQL Server Administration including installation, configuration, and upgrades; database design related to application development and reporting data stores; troubleshooting MS SQL Server issues, SQL programming issues, and database performance issues; administrating and supporting a GeoDB and ESRI products; administering and supporting Postgres, MySQL, or Oracle; working with SSRS and SSIS; building and supporting a data warehouse; creating Entity Relationship (ER) diagrams; working with Microsoft Dynamics GP, Microsoft Dynamics CRM, and SharePoint; working with the Microsoft technology stack such as Active Directory, Exchange, Office 365, SQL server, Skype, Onedrive, and Office; implementing and managing Cloud architecture services such as AWS and Azurel; IT service management practices and tracking based on ITIL and ServiceNow; developing complex SQL; knowledge of SQL; storage technologies and networking; routine maintenance, recovery, and handling failover of a database.

ABILITY TO: Plan and organize multiple assignments to meet deadlines; plan data flows for a new or revised database; map out conceptual design for a planned database in outline; refine the physical design to meet system storage requirements; refine logical design to translate into a specific data model; prepare and deliver public presentations and training; communicate clearly both orally and in writing; work cooperatively and productively as a team member; use analytical, strategic conceptual thinking, strategic planning and execution skills.
