We are looking for someone to fill our Principal Analyst role. Our ideal candidate is innovative, motivated, and passionate about their workWe are searching for someone excited by the opportunity to take responsibility for a major program of the Human Resources Department.

Essential Job Functions

How you will be involved
This position responsibility for major programs providing operating departments with professional services in administration of Countywide human resources programs. Some examples of duties are:

  • Plans and organizes work in resolving highly complex policy issues and problems as they arise.
  • Ensures that provisions of the County Charter, the Civil Service Rules, and County Legislative Programs, and polices of the Human Resources Department are carried out.
  • Recommends policies in respect to overall plans for the program. Advises superiors on problems involving the work of the program.
  • Assists in the formulation of Countywide Human Resources policies and procedures.
  • Maintains liaison with a variety of officials and agencies on matters relating to the program's activities.
  • Coordinates the preparation of correspondence, reports and studies related to the work of the program.
  • Coordinates with other divisions, departments and agencies.

Requirements

Selection Requirements

One year of highly responsible professional/technical* human resources experience in a centralized department at the level of the County of Los Angeles class of Human Resources Analyst IV** or higher; or one year of experience managing, through subordinate professional administrative supervisors, a section composed of multiple units responsible for providing services which directly impact the management of major departmental human resource programs in a line department at the level of Administrative Services Manager III*** or higher; or one year of experience directing the planning, development, implementation and administration of a comprehensive integrated human resources program for a small size (200 employees or less) County department; and ensures departmental compliance with local, County, State and Federal personnel and employment related laws and regulations at the level of Departmental Human Resources Manager I**** or higher.

Physical Class
2 - Light. Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

License
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Special Requirement Information
* Professional/Technical human resources work includes experience in any of the following areas: policy development and application, examination and recruitment, classification and salary administration, employee relations, staff development, performance management, discipline and advocacy, employment investigations, appeals, human resources audits, benefits and retirement, workers' compensation and return-to-work programs, or personnel operations and personnel records.

** Experience at the level of Human Resources Analyst IV (Item #1913) includes advanced journey level work as a lead to lower staff independently analyzing, developing, and making recommendations for human resources recruitment and examination programs, plans, policies and procedures, and implementing recommendations as appropriate for the solution of highly complex recruitment and examination problems to operating departments. The incumbents have demonstrated knowledge of recruitment and exam administration, leadership ability, and skill in working with others.
 
*** Experience at the level of Administrative Services Manager III (Item #1004) management level class are responsible for directing, through subordinate, professional administrative supervisors, a section composed of multiple units responsible for providing professional administrative services in human resources recruitment and examinations and other closely related administrative functional areas. Assignments require the use of care and discretion in the handling of confidential and sensitive information used to either make decisions which significantly impact departmental programs and administrative operations, or support decisions made by higher-level management. These positions are typically located in the central administrative office of line departments and report to a higher-level manager. 

**** Experience at the level of Departmental Human Resources Manager I (Item #1883) typically report to an administrative deputy or higher-level executive manager and are responsible for planning, directing, administering and evaluating all human resource functions for a small size County Department (having less than 200 employees) with significant personnel operations and activities.  These positions have responsibility for the administration and direct oversight of departmental human resources functions including policy development and application, recruitment and examination, classification and salary administration, employee relations, staff development, performance management, discipline and advocacy, benefits and retirement, Workers' Compensation and Return to Work, personnel operations and personnel records, and other human resources functional areas.  Departmental Human Resources Manager I positions assists executive level managers in the development, implementation, and evaluation of departmental short and long term human resources related strategic goals and objectives; and provide strategic direction and recommendations to executive management on personnel management issues that impact departmental organizational structure, operations, and programs.

Endorsement of County Qualifications
Employees who wish to qualify using experience gained in county classifications not listed above must provide verification of qualifying out-of-class experience by providing official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study with CEO Classification with your application at the time of filing or within fifteen (15) calendar days from application submission. Employees do not need to submit such verification if they hold or have held one of the positions above, or a position deemed to be at equivalent level.

Once we determine that you meet the requirements, we will invite you to take assessments of the competencies required for this job.
 

  • Part I is an online multiple choice assessment covering Deductive Reasoning, Management Potential, Achievement, Flexibility, Confidence and Optimism, Thoroughness, Sense of Duty, Innovation, Influence, Independence, and Professional Potential.
Only those who achieve a passing score of 70% or higher on Part I will be invited to Parts II and III.  If you do not pass, you will be notified by via e-email or USPS mail. 
 
  • Part II is a multiple choice assessment covering Quantitative Problem Solving, Reading Comprehension, Reasoning, and Data Interpretation.
The combined score of Part I and Part II is weighted at 80%.
 
  • Part III is a writing assessment weighted 20%.measuring English Structure and Content, Written Expression, and Prioritizing Information.
Both Parts II and III will be administered on the same day.  Only those who achieve a passing score of 70% or higher on the combined scores for Parts I and II will have their writing assessment scored and calculated. 

Candidates who achieve a passing score of 70% or higher on Part III will be placed on a list, which is valid for 12 months. If you do not pass Parts II or III, you will be notified via e-email or USPS mail.  Scores cannot be given over the telephone.

If you took an identical assessment in the past 12 months, we automatically transfer your answers to this opportunity. We will transfer your assessment responses to any future opportunity within 12 months.

These assessments are not reviewable per Civil Service Rule 7.19.
