ABOUT THE POSITION

Provides support services for the Public Safety Department; responds to non-emergency calls for service in the City and writes reports on non-officer involved misdemeanors.

PRIMARY DUTIES AND RESPONSIBILITIES

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all positions in this classification.  The City, at its discretion may add, modify, change or rescind work assignments as needed. Under general direction, provides support services for the Public Safety Department.
Animal Control:
  • Responds to non-emergency calls for service on civil and criminal misdemeanor incidents and animal services within scope of authority.
  • Patrol City to pick up stray, unregistered, and deceased animals; impounds and transports animals; and assist with quarantine assignments.
  • Enforce State, City and local animal control laws and codes; issue citations for violations of the animal control ordinances.
  • Respond to calls of injured and stray animals, barking dogs, leash and sanitation violations; take appropriate action; investigate reports of animal cruelty.
  • Provides animal control/care; responds to citizen complaints/requests; ensures public protection and transports animals for care and shelter
  • Serve as liaison and educator to the community, including residents, visitors, and businesses pertaining to animal control laws and ordinances.
Parking Enforcement:
  • Patrols assigned areas to ensure compliance with existing parking ordinances and regulations.
  • Investigates and processes parking complaints from the public and staff; issues citations for parking violations of the City's Municipal Code and California Vehicle Code.
  • Issues parking warnings for abandoned or inoperable vehicles parked on City streets or in public or private parking lots.
  • Makes arrangements for vehicles to be towed as necessary.
  • Appears in court at hearings regarding contested parking citations as necessary.
  • Performs traffic control duties, such as setting up temporary traffic control devices and directing traffic, during emergencies and special events.
  • Responds to public inquires in a courteous and tactful manner.
Front Desk:
  • Provides front desk coverage, including but not limited to answering phones, animal licensing, directing work orders and cashiering.
  • Responds to citizens' request, on the phone or in person, for assistance or information concerning policies, procedures and existing laws.
  • Enters calls for service in the CRM.
 Report Taker:
  • Contact the public in person and via telephone to take a variety of reports with no suspect description including, but not limited to, non-injury traffic collisions, fraud, theft, vandalism, burglary and auto theft.
  • Collect, receive, and store property and evidence according to prescribed procedures.
  • Testify in court proceedings as required.
  • Provides technical and administrative work in support of law enforcement personnel.
  • Patrol city streets and enforce parking laws and regulations by issuing notices, warnings, parking citations and impounding vehicles in accordance with laws and procedures.
WORK SCHEDULE
This position is limited to working no more than 28 hours per week and 1,000 hours per fiscal year.  Candidates must open to flexible scheduling during regular business hours from 7:00 A.M. to 9:00 P.M., Monday – Sunday. Must be available to work assigned shift, including evenings, weekends, holidays, special events, and once a month on a rotation schedule to take the Animal after-hour phone home and to respond to animal emergency calls.
 

MINIMUM QUALIFICATIONS

Education and Experience:  High School Diploma or GED equivalent; AND one year of public safety or customer service experience. Possession of a current California Penal Code Section 832 (PC-832) Laws of Arrest and CPR/AED/First Aid at time of application is highly desirable. 

Fluency in Mandarin or Vietnamese are highly desirable.
 
License or CertificationsMust possess or have the ability to obtain a valid California Driver's License "Class C" with a satisfactory driving record and automobile insurance coverage that meets the minimum California financial requirement upon hire.

Certification in CPR/AED/First Aid is required within six (6) months of employment and as a continuing condition of employment. 

Skills in: Interpreting and applying statutes, rules, ordinances, codes and regulations; making independent decisions while working in the field, analyzing situations accurately, and following established procedures; dealing tactfully and courteously with the public, handling stressful situations and upset people; handling domestic and wild animals;  establishing and maintaining effective working relationships with co-workers and the general public; operating a personal computer utilizing a variety of standard and specialized software; and communicating effectively verbally and in writing. Bilingual skill in Mandarin is highly desirable.
 
Physical Demands/Work Environment: Work is generally performed in both an outside environment while utilizing a vehicle provided by the City and standard office environment. Potential exposure to variable weather conditions, traffic hazards, accident scenes, hazardous materials and chemicals, infectious diseases, potentially aggressive/violent members of the public, and deceased animals, dealing with vicious animals and/or chasing after loose/stray animals. May be required to travel to various sites, locations and/or event. Ability to lift 50 lbs or greater.
