About the Department
The Department of Financial Management administers the financial operations of the City and serves as a financial adviser to the City Manager and City Council. It is the responsibility of Financial Management to help keep the City financially strong. The Financial Management department is organized into seven bureaus: Administration, Accounting, Budgeting, Business Services, Commercial Services, Fleet Services, and Treasury. About the Bureau
The Administration Bureau (FM-Admin) facilitates employee hiring for all of the Department's bureaus, provides administration services to department staff, addresses safety/disaster preparedness, provides budget forecasting and analysis, and oversees general office management. Historically, administration services for the Fleet Bureau's 120 staff was covered by the Public Works Department. Beginning October 2019, FM-Admin has taken over administrative functions for the Fleet Bureau. The Administrative Analyst II – NC is needed to help maintain operations during the Fleet transition period. 
 
The Administrative Analyst II – Non-Career
This temporary position (estimated 6-9-month assignment) is needed to provide support to the FM-Admin team and is expected to work closely with the bureau's Administrative Officer/Financial Services Officer and Administrative Analyst. This position is responsible for leading departmental recruitment from start to finish. The Administrative Analyst II – NC will also be tasked with special projects related to safety, policy development, desk manuals, and other administrative needs.
 
Non-career employees are not typically eligible for health/dental/vision benefits; however, they may be eligible for sick leave benefits. Non-Career employees are limited to 1,600 work hours per service year and are not guaranteed a minimum number of work hours. This is an at-will, part-time position.

EXAMPLES OF DUTIES

Duties for this position are as follows:

  • Facilitates Department recruitment;
  • Provides administrative support to the Administrative Officer and Administrative Analyst;
  • Leads special projects related to safety programs, policy and procedure documentation, employee announcements, and/or budget development;
  • Proposes and implements best practices for Department personnel and budget processes; and, 
  • Performs other duties as assigned

REQUIREMENTS TO FILE

Minimum Requirements for Administrative Analyst

  • Graduation from an accredited college or university with a bachelor's degree in Public or Business Administration, or a closely related field.
  • Two or more years of professional experience as an Assistant Administrative Analyst, or an equivalent position.
  • A Master's Degree in one of the preceding fields may be substituted for one-year of the required experience.
  • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
  • A valid motor vehicle operator's license may be required.
 
Desirable Qualifications
  • Experience in recruitment / onboarding new staff
  • Experience developing standard operating procedures
  • Knowledge of safety best practices and relevant regulations
  • Strong customer service, business writing, and interpersonal communication skills
  • Proficiency with computers, internet, email, and the Microsoft Office suite (Outlook, Excel, and Word).
