The Position

This mid-management classification exercises some independent judgment with general supervisory review in the course of conducting analytical work for Glendale Water and Power (GWP).

Essential functions of the job include, but are not limited to, the following:
Researches, investigates and analyzes GWP Electric divisional and interdivisional operations and administrative issues, including functions, organization structures, record procedures involving forms, documents and payrolls, work output and workload, expense control, layout and equipment.

Prepares organization and work flow charts, spreadsheets, policy and procedural manuals and written reports using automated equipment and a variety of computer software packages.

Assists in the preparation of GWP Electric division or program budget, and monitors expenditures.
 
Plans, organizes, prepares materials and makes presentations at public meetings.

Researches public and private grant programs and assists in preparation of grant application.  Assists in negotiating and preparing contracts between the City and community service providers.  Monitors contract compliance.

Researches and tracks legislation and conducts surveys and studies related to community or divisional projects.  Analyzes resulting data and prepares oral or written presentations.

Attends workshops and seminars and presents information to appropriate personnel for follow-up action.  Serves as department liaison with other departments or outside agencies.  Plans and coordinates projects with other divisions.  Confers with City officials and employees on matters of administration, finance, and operation.

Assists in special projects undertaken for purposes of standardization, efficiency, and economy. Assists in development and design of programs based on need.

Assists in preparing Requests for Proposals and managing contracts.

Reviews and evaluates employees' job performance, and can effectively recommend personnel action.

Monitors contract expiration dates and keeps Engineering managers informed of status and updates of contract expirations. Initiates, develops, and coordinates contract renewals or extensions, with technical input from Engineers.

Ensures contract expenditures do not exceed contract limits, validates invoices, change orders, and requisitions are tied to the correct Account Strings, and tracks spend rate of contracts against both contract limits and budget limits.

Tracks the status of contracts, Purchase Orders, and extensions by working with GWP Engineering, GWP Finance, City Finance, City Manager's office, Department Administrators, and other City departments.

Coordinates and writes Staff Reports and memos, with technical input from Engineers.

Works with GWP Administration and other Departments as necessary to schedule City Council and/or GWP Commission agenda items.

Acts as primary point of contact for SharePoint site. Coordinates and maintains Electric Engineering section SharePoint site and all associated documentation, including policies, procedures, and standards.

Maintains expertise on SharePoint and ensures smooth, uninterrupted operation during upgrades. 

Tracks document review cycle and ensures subject matter experts (SMEs) review and update all documents as required.

Ensures RSAWs, evidence, and other NERC compliance documents are updated by SMEs and reviewed as required. Tracks NERC standards applicable to Glendale Water and Power (GWP), including new and updated standards.

Coordinates with WECC and other entities on compliance-related items, including uploads of documentation.

Manages, maintains, and tracks GWP compliance program, including applicability of NERC standards and necessary updates to RSAWs and documents.

Tracks and submits monthly and periodic metrics and Key Performance Indicators (KPIs). Conducts analysis and presents reports on KPIs and other data-driven information as requested.

May drive on City business as necessary.

Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.

Performs other related duties as assigned or as the situation requires.

Experience
One year of recent experience in administrative work involving budget, management, organization, personnel or other related functions. Recent experience with SharePoint administration, federal compliance programs (e.g., NERC), contract administration, metrics, and data analysis is highly desired.

Education/Training
Bachelor's degree in public administration, business administration, or a related field.

License(s)/Certification(s)
Valid Class C California driver's license.

Selection Process

The examination will consist of an evaluation, a supplemental, a written exam, and an oral interview, with the evaluation and supplemental as a qualifying steps, written – pass/fail, and oral interview - 100%. Approximately the top 15 scoring candidates who achieve a minimum passing score of 70.00% on the written exam will be invited to the further stages of the examination process. Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list. All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the oral examination.  Any evaluation will be based on the candidate's education and experience as related to the position.  Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position.  The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subject to a background investigation including LiveScan fingerprinting.TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED.
