SALARY RANGE:  $ 4,933 - $ 8,391 MONTHLY
 
POSITION OVERVIEW
Under general direction of a Supervisor, the Analyst should have considerable knowledge of database systems, information technology and federal regulations pertinent to HUD programs.  Under limited supervision, this individual should be able to perform the more difficult and complex assignments requiring the use of independent judgment and problem solving techniques. 
 
The Division is seeking a highly energetic, skilled and motivated individual to work in a team-oriented environment. This individual should be able to review and analyze large amounts of data, both performance and financial.  He/she should also be able to respond to special requests for reports from management upon request.  The reports should be analytical in nature, and reflect the use of applicable methodologies of research and analysis.  The Analyst should also be able to interpret federal regulations and contracts; and work with County Counsel to maintain contracts up-to-date as it relates to Federal and County requirements.  This individual will be expected to work with minimal supervision.
 

Essential Job Duties

  • Participate in a significant role in the development of the Consolidated Annual Performance and Evaluation Report (CAPER), which is due annually to the U.S. Department of Housing and Urban Development (HUD); within 90 Days after the end of the Program Year.
  • Work with external agencies as it relates to reporting on Fair Housing and the Emergency Solutions Grant (ESG) Programs.
  • Review data in the Division's web based system related to CDBG and ESG-funded activities, and prepare performance analyses.  Critically review Quarterly Performance Reports within established deadlines.
  • Provide training and guidance for Division staff as it relates to the accuracy of performance data and the annual certification of the CDBG database system.
  • Attend training and provide internal staff training, and TA on the use of the Integrated Disbursement and Information System (IDIS), and other federal and local systems.
  • Develop the necessary reports to prepare analyses of the performance of the Community Development Block Grant (CDBG) Program and other federal programs administered by the Division.
  • Support the management of the Section 108 Loan Program loan portfolio and the quarterly and semi-annual repayments.
  • Manage contracts for the CDBG and ESG Programs, this includes oversight of the Urban County Entitlement Qualification process every three (3) years, including the maintenance of the City Cooperation Agreements; annual review and updates when necessary of all of the CDBG and ESG boilerplate contracts; and implementation of quality control reviews of executed contracts.  Coordinate efforts with County Counsel and HUD's Legal Counsel.
  • Prepare and maintain the policies and procedures of the Grants Planning and Administration Team Handbook annually, or as necessary.
  • Knowledge of HUD and other federal database systems.
  • Knowledge of how database systems work.
  • Excellent written, oral communication and writing skills are essential.

Qualifications

Combination of education and experience that provides the required knowledge and skills is qualifying.  Qualifying individuals are required to have the following:
  • Graduation from an accredited college or university with a Bachelor's Degree in public administration, or a related field is required.   AND
  • Must have two (2) years or more of progressively responsible staff experience working with performance and expenditure data and assessments database systems, writing of large reports with analysis of data and assessments.
  • Must have knowledge of, and experience interpreting federal regulations and contracts.
 
DESIRABLE QUALIFICATIONS:
  • Master's Degree in a related field.
  • Knowledge of federal regulations 24 CFR Part 570; 2CFR Part 200, Uniform Administrative Requirements and other federal, State and local laws related to community and economic development programs.
  • Knowledge of the Section 108 Loan Program and regulations governing these programs.
  • Knowledge in generating reports from database systems, and customizing when necessary.
  • Excellent organizational, problem solving, and time management skills.
  • Excellent working knowledge of Microsoft applications, such as Excel, Word and PowerPoint.

DOQ =  Annual Salary is dependent on qualifications, typically starting at or below the middle of the pay range.
