DESCRIPTION

THE COMMUNITY:

THE CITY:
Long Beach is a full-service Charter City governed by nine City Council members who are elected by district and a Mayor that is elected at-large. Elected officials also include the City Attorney, City Auditor, and City Prosecutor. The Council Members and the Mayor are subject to a three-term limit, which allows them to serve for a maximum of twelve years. The City Council appoints a City Manager and a City Clerk. The City Manager is responsible for the efficient administration of all City departments, excluding those under the direction of a separately elected official, Board or Commission. Long Beach is a full service City providing all traditional public services. In addition to its traditional services, Long Beach also maintains one of the world's busiest seaports, which serves as a leading gateway for international trade. The City also has its own full-service commercial airport, an Energy Resources Department, and is one of only three cities in California with its own Health Department. Long Beach is supported by a total FY 2019 budget of approximately $3 billion, with the General Fund budget totaling $499 million. More than 6,000 full and part-time employees support municipal operations with the majority being represented by eleven employee associations

THE DEPARTMENT:
The Health and Human Services Department has more than 340 employees located across nine sites. Its organizational structure holds seven bureaus: City Health Office, Collective Impact and Operations, Community Health, Environmental Health, Housing Authority, Human Services, and Physician Services. As of FY19, it operates with a $133 million annual budget, 87% of which comes from federal, state, county, and private grants. The mission of the Department is to "Improve the quality of life by promoting a safe and healthy community in which to live, work, and play." THE POSITION:
The Housing Authority is seeking an innovative, experienced, dynamic, and collaborative individual with Housing Authority expertise to serve as the Bureau's Special Projects Officer. Reporting to the Housing Authority Bureau Manager, this position will administer finance, technology, facilities operations, and complex and innovative special projects in the Housing Authority to facilitate the creation and preservation of affordable housing in the City of Long Beach. This at-will, management position will be located at the Long Beach Housing Authority, 521 East 4th Street, Long Beach, CA 90802.

SALARY AND BENEFITS:
The salary range for this position is $76,000 to $110,000 annually.  Placement in the range will depend on qualifications.  The City's compensation package also includes an attractive benefits package that includes:
  • Retirement – City offers CalPERS with a benefit of 2.5% @ 55 for Classic members or 2% at 62 for new members as defined by PEPRA, subject to the limitations set by PERS.  Employee pays the employee portion.  The City also participates in Social Security.
  • Vacation – Twelve (12) days after one year of service; 15 days after four years, six months of service; 20 days after 19.5 years of service.
  • Executive Leave – Forty (40) hours per year.
  • Sick Leave – One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
  • Holidays – Nine designated holidays per year, plus four personal holidays to be used at the employee's discretion.
  • Transportation Allowance
  • Health and Dental Insurance – The City offers an HMO and PPO option for health and dental insurance coverage.  The City pays major portion of the premium for employee and dependents depending on the health/dental plan selected.
  • Life Insurance – City-paid term life insurance policy equal to three times annual salary to a maximum of $500,000.
  • Disability – City-paid short-term and long-term disability insurance.
  • Flexible Spending Account – Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
  • Management Physical – Annual City-paid physical examination.
  • Deferred Compensation 457(b) Plan – Optional for employee contribution to a supplementary retirement savings program available through ICMA Retirement Corporation.
  • Technology Allowance – Monthly phone stipend.

EXAMPLES OF DUTIES

  • Supervises the Administrative Operations Division of the Housing Authority Bureau, consisting of three direct reports and three indirect reports;
  • Prepares, monitors, and manages bureau budgets in accordance with policies and procedures outlined by the Department of Housing and Urban Development, the City of Long Beach, and various granting agencies;
  • Monitors and manages personnel requests and expenses in line with bureau budgets, organizational structures, and City regulations;
  • Oversees permanent, seasonal, and temporary employee onboarding, orientation, and training;
  • Ensures administrative and programmatic compliance with contractual funding requirements, including budget and voucher utilization;
  • Monitors, analyzes, and reports on current and anticipated changes in Federal, State, and local housing laws, regulations, and funding opportunities;
  • Directs extensive data collection, reporting, and analysis functions related to federal, State, and City requirements and grant performance reporting, tracking, and management;
  • Prepares, reviews, and submits housing commission agenda items and reports, including technical reports required by funding agencies;
  • Oversees the development and implementation of Bureau policies, procedures, notices, and newsletters;
  • Oversees facilities maintenance, space planning, and improvement projects for the primary Housing Authority building and associated parking lots and facilities; and,
  • Performs other related duties as required.

REQUIREMENTS TO FILE

  • A minimum of five years of increasingly responsible professional experience overseeing operations and/or special projects for a Housing Authority Agency, including a minimum of three years in a supervisory capacity.
  • Graduation from an accredited university of college with a Bachelor's Degree in Public Administration, Business Administration, or a closely related field. Copy of degree or transcripts denoting degree conferment required as PDF attachment to application at time of filing.
  • Willingness and ability to obtain City-sponsored certification in Housing Choice Voucher (HCV) Executive Management within 180 days of employment.
  • Valid motor vehicle operator license. (Required to obtain a California motor vehicle operator license within 6 months of employment if license is out of state. A DMV K4 driver license information report printout required during onboarding).
DESIRABLE QUALIFICATIONS:
  • Master's Degree in Public Administration, Business Administration, or a closely related field.

  • Knowledge of public and financial reporting requirements, audits, and review standards, including Five-Year and One-Year Plans.
  • Knowledge of the Section Eight Management Assessment Program (SEMAP).
  • Ability to establish and maintain effective working relationships with staff members, community partners, regulatory agencies, local officials, residents, and Boards of Commissioners.
  • Ability to effectively build teams to achieve housing goals and address concerns.
  • Ability to develop and promote a culture of quality customer service.
  • Ability to work effectively and collaboratively within an agency to increase collective impact.
  • Knowledge of equity and social determinants of health.
