The Department
The Administration Department is comprised of five principal operating divisions: City Council, City Attorney, City Manager, City Clerk, and Pico Rivera Innovative Municipal Energy (PRIME). The Administration Department handles a wide range of administrative functions providing overall administration, oversight, coordination, and direction to City departments, striving to provide responsive and consistent customer service to the community and its employees.  It ensures that all departments are applying policy consistently and moving forward in the direction of City Council's priorities and goals.  Additionally, the Office of the City Manager provides each City Department supervision and service-level objectives as directed by the City Council. 
 
The Position
The City of Pico Rivera is seeking an experienced Executive Assistant to join the Administration Department.  The Executive Assistant will perform a variety of responsible, complex, and confidential secretarial and administrative duties for the Administration Department, and will work under the direct supervision of the Office of the City Manager.  The ideal candidate is customer focused, detail oriented, and possesses excellent interpersonal skills. 
 
Employees may be assigned to the appropriate zone based upon the range and difficulty of job functions that are performed, their demonstrated qualification, and organizational needs, as assessed by management.

City Hall is open Monday through Friday 7:00AM - 5:30PM.  Schedule for this position will be either Monday through Thursday or Tuesday through Friday (schedule may change based on the needs of the department).  This position will also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on emergency response, special events, community group meetings, and City Council meetings and special events.

Essential Duties

The ideal candidate will possess the abilities to perform the following essential duties:
 

  • Answer and screen calls, welcome visitors and respond to requests for information.
  • Compose, review, and edit routine correspondence, memos, letters, staff reports, and other communications as needed.
  • Manage or assist with department and/or division budget creation and financial processes.
  • Plan, coordinate and participate in various administrative functions.
  • Attend evening meetings and functions as required.
  • Make appointments and arrange travel, conferences and overall schedules for management staff.
  • Initiate, organize and maintain a variety of files and records related to routine processes, special projects, budget, operations, payroll, and update resource materials.
  • Research, compile, and analyze data for special projects and various reports.
  • Conduct legislative analysis on local, state and federal laws pertaining to the organization.
  • Effectively manage multiple priorities and projects.
  • May serve as secretary to a board or commission; prepare agenda and assemble background materials and take minutes of meetings.
  • May supervise, train and evaluate subordinates.
  • May be required to serve as support for the Senior Executive Assistant(s).
  • Perform related duties as assigned.

Qualifications



Knowledge of:

Zone B and C

  • Office support practices; customer service techniques; safety procedures and practices; time management; conflict resolution; communications and public relations practices.

Zone C
  • Supervisory techniques; leadership techniques; work organization planning methods.

Skills:

Zone B and C
  • Use of personal computer/laptop; keyboarding (data entry speed and accuracy); mathematical computations.
  • May require transcription or dictation skills and may require operating a vehicle.
  • Proficiency in designated second language is desirable.

Zone B
  • Proficiency in specialized software programs is desired.

Zone C
  • Analyze and solve problems; research and interpret data; interpret standards and practices; track records and use time management techniques; manage projects; delegate tasks; demonstrate effective leadership skills.
  • May be required to give effective oral and public presentations; initiate and complete performance evaluations; write reports; recommend and implement disciplinary actions; comply with required regulations.

Education/Experience/Training

Additionally, candidates must possess:

Zone B and C
  • Two (2)  years of related administrative support experience to duties for Salary Zone B and five (5) years of related administrative support experience to duties for Salary Zone C.
  • Supervisory and public contact experience.
  • Proficiency with computer, internet, Microsoft Office Suite and related software.
  • Strong time management and organizational skills.
  • Ability to effectively manage multiple priorities.
  • Excellent verbal and written communication skills.
  • Demonstrate ability to work well with others in a team environment.
  • High level of professionalism and confidentiality is required.

Zone C 
  • Supervisory and managerial training.
 
Minimum qualifications must be met for placement in Zone B ($4,541-$5,566). 
Advanced qualifications must be met for placement in Zone C ($5,567-$6,790).

Licenses and Certifications

 

  • A high school diploma or G.E.D. certificate. 
  • Must possess a valid Class C California Driver's License throughout the course of employment.  
  • Type at a speed of not less than 50 net words per minute (nwpm).
  • Bilingual in Spanish and experience in making travel arrangements and event planning is particularly desirable.

Candidates must provide the City with a current typing certificate (acquired within the last 12 months) indicating a typing speed of at least 50 net words per minute (nwpm).

Certification may be in the form of a certificate, letter, or test results form and must clearly state the following:
  1. Your name.  Name of the issuing agency.  Agencies acceptable are a government agency, a temporary employment agency, a business college, an adult school, or a public school system. (Online certificates not acceptable)
  2. The date of your test.  The test must be dated within one year of the final filing date of this recruitment.
  3. Gross typing speed, errors and net typing speed of the test.  The minimum net typing requirements for this position are stated on the job announcement.

TESTING: Written Exam- Qualifying;  Oral Interview: 100%
 
Candidates must pass a written examination with a minimum passing score of 70% in order to proceed to the oral interview.  Depending on the number of successful candidates, the City may consider only the top-ranking candidates for the oral interviews. 

Veteran's credit will amount to 10 points to be added to the interview score.  Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit.  Veteran's who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).
