Supervises the work activities of a team assigned to perform employee benefits-related duties.
Performs the more complex and responsible assignments for employee benefits, insurance, and deferred compensation programs.
Responds to the more difficult questions relating to centralized recruitment, examinations, and the adjustment of employee benefits.
Develops and administers the centralized examination process including the acceptance and rejection of applications, the evaluation of applications, and the administration of written and performance tests.
Provides technical operational support to automated examination tracking and selection systems.
Schedules, assigns, prioritizes, trains, and evaluates the work of employees supervised.
Reviews staff assignments to ensure that the procedures followed and results achieved are according to County Code and contractual requirements.
SELECTION REQUIREMENTS:
OPTION I: One (1) year of experience performing technical personnel work* in a centralized personnel agency** at the level of Los Angeles County class of Senior Personnel Assistant***.
OPTION II: Two (2) years of experience at the level of Senior Departmental Personnel Assistant**** performing technical personnel work* in a personnel office*****.
PHYSICAL CLASS:
2 - LIGHT. Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
SPECIAL REQUIREMENT INFORMATION:
*Personnel work is defined as experience in areas such as: Appeals, Benefits and Retirement Administration, Classification and Salary Administration, Discipline and Advocacy, Employee Relations, Employment Investigations Examination and Recruitment, Human Resources Audits, Performance Management, Personnel Operations and Records, Policy Development and Application, Staff Development and Training, and Workers' Compensation and Return-to-Work Programs.
**Centralized Personnel Agency is defined in the County of Los Angeles as such that are responsible for performing technical personnel work in the personnel office of the Department of Human Resources, Chief Executive Office and/or Auditor-Controller's Office.
***Senior Personnel Assistant is defined as performing technical personnel work supporting a comprehensive Countywide personnel program in the Department of Human Resources or the Chief Executive Office. Acceptable classes are, but may not be limited to: Administrative Intern II; Human Resources Analyst I; Program Specialist I, CEO; or higher.
****Senior Departmental Personnel Assistant is defined as assisting technical human resources staff in carrying out the personnel program of a County department. Acceptable classes are, but may not be limited to: Administrative Assistant II; Administrative Assistant III; Employment Services Assistant II, Sheriff; Employment Services Assistant III, Sheriff; Human Resources Analyst, Superior Court; Management Analyst; Operations Assistant II, Sheriff; Operations Assistant III, Sheriff; Principal Departmental Personnel Assistant; Staff Assistant II; Staff Assistant III; Staff Development Specialist; or higher.
*****Personnel office is defined as the centralized office of human resources in a County department whose primary function is personnel work, and also includes human resources offices at Olive View, Harbor/UCLA, County+USC, and Rancho Los Amigos.
ENDORSEMENT OF COUNTY QUALIFICATIONS:
Employees who wish to qualify using experience gained in county classifications not listed above must provide verification of qualifying out-of-class experience by providing official documentation of additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within fifteen (15) calendar days from the last day of filing. Employees do not need to submit such verification if they hold or have held one of the positions listed above.
