The Harbor Department is seeking an Business Development Analyst to fill an open position in the Business Development Division.

This is an unclassified position.

BUSINESS DEVELOPMENT DIVISION
The purpose of the Business Development Division is to maximize Port of Long Beach revenue opportunities and sustain market share growth, by engaging all customers segments, tracking industry trends, analyzing cargo data, identifying new business opportunities, anticipating market direction, and aligning our strategies to market conditions.  

 

EXAMPLES OF DUTIES

Under general supervision,  assists the Business Development management with a wide variety of quantitative analysis, including managing the Tariff, Business Development Incentive Programs, and budget preparation. Prepares the most complex financial reports, and provides high-level financial analysis.
 
  • Supervises the administrative functions of updating the Port of Long Beach Tariff No.4 (Tariff), including incentives, rate analysis relative to other gateways, and other Business Development initiatives. Responsible for drafting Board correspondence, California Association of Port Authorities (CAPA) documentation, and coordinating proposals with the City Attorney, Finance, and Environmental Planning Divisions.
  • Program management and evaluation of the Port's Tariff Incentive Programs, including the Green Ship (GSI) Incentive Program, Dockage Reduction Incentive for Green Calls, Dockage Reduction Incentive for Vessel Technology Demonstrations, and others.
  • Prepares PlanetBids documents (RFPs, NIBs, RSOQs, etc.) for prospective revenue generating projects, as well as consulting assignments; assists in developing scoring criteria, reviewing proposals, selecting shortlisted candidates; negotiating fees; and executing contracts.
  • Contract administration duties include managing contract budgets, monitoring costs-to- date and future expenditures, and approving/reviewing monthly invoices.
  • Analyzes financial and statistical data sets, including revenues, expenditures, and cargo volume, customer volume, and new revenue enhancing opportunities.
  • Provides various financial reports to the Finance Division, including monthly variance analysis, annual SBE reporting, and quarterly reporting of Inception-to-Date on-call contract expenditures.
  • Manages Business Development work orders/projects including project initiation, coordination with other Port divisions, monitoring progress and work order/project expenditures/revenues, and other administrative responsibilities related to work order/project management, including closing out work orders and invoicing other entities if required.
  • Independently develops, complies and interprets complex financial and statistical data to assess Business Development opportunities.
  • Reports to Business Development Management with producing and tracking annual budget expenditures (personnel and non-personnel).
  • Prepares detailed and comprehensive written, cost, and ad-hoc reports.
  • Provides consultation to other divisions, outside government/private organizations, and general public on Tariff and Business Development initiatives.
  • Assists departmental management in the selection, training, and evaluation of employees.

  • Evaluates, develops and implements procedures for improving organizational effectiveness.
  • Participates and reports to management on Port/Industry related functions.
  • Coordinates budget changes, updates, and inquiries by Division and Financial staff.
  • Develops performance measures and other benchmarks.
  • Performs customer visits and outreach to non-container market segments.
  • Performs other related duties as required.

REQUIREMENTS TO FILE

  • Bachelor's degree from an accredited four-year college or university with a degree in Business Administration, Finance or a closely related field
  • Four years of professional experience in financial analysis and research
  • A Master's degree from an accredited college or university with a degree in Business Administration, Finance or a closely related field is preferred and may be substituted for one year of the required experience
  • Valid California Driver's License
 

DESIRABLE QUALIFICATIONS:

  • Experience in a City or Port environment
  • Global Logistics Specialist certification


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of principles, practices, and methods of economic/financial analysis and basic accounting principles
  • Knowledge of contract or grant administration
  • Knowledge of accounting/financial terminology, concepts, practices, policies, and procedures
  • Knowledge of contracting in a public agency
  • A general understanding of maritime terminology
  • Ability to utilize Financial/Accounting systems, Dynamics AX, PIERS, and SQL software
