The City of El Monte is accepting applications for the position of Administrative Technician to fill one (1) vacancy within the Community & Economic Development Department (Housing Division) and to create an eligibility list to fill future vacancies in any city department.
 
Under general supervision, the Administrative Technician is responsible for data gathering and database maintenance through the use of the department's computer system; provides direct support to the professional staff by coordinating and overseeing a variety of programs and projects. Oversees the work of subordinate personnel when assigned. Work is performed with latitude for independent action within generally prescribed procedures and is reviewed for overall effectiveness by conference and analysis of reports.

Essential Functions / Knowledge, Skills, & Abilities

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
 

Performs administrative/secretarial duties for a department head and department supervisor. Independently prepares selected reports on behalf of an administrative superior; reviews and checks documents, records, and forms for accuracy, completeness, and conformance with applicable rules and regulations. Prepares and/or assists in the preparation of notices, applications, resolutions and other documents;
 
Represents a department and/or program area to the public; receives and evaluates citizen complaints and initiates appropriate course of action. Provides information to others requiring in-depth knowledge of work unit/department programs and operation. Provides information to others requiring interpretation and/or enforcement of department and City policies. Serves as liaison between the department and other City and external entities; coordinates building maintenance and repair projects with other departments.
 
Assists an administrative superior by coordinating parts of a process or activity ensuring a smooth flow of services and operations which may include maintaining records, tracking, scheduling, distribution of materials and information, approval and/or denial of services, delivery of services and appropriate follow-up; provides responsible technical related office and field support to a department program. Coordinates and facilitates all the purchasing, accounting, payroll and financial functions; monitors account expenditures and works closely with management in controlling fund balances. Designs and maintains complex filing systems; maintains and/or monitors documentation related to office personnel such as leave requests and departmental calendar.

Knowledge of:
  • Modern office practices, principals, procedures, equipment and standard clerical techniques.
  • Financial record keeping, accounting and budgeting practices.
  • Policies, practices, procedures and terminology of assigned function.
  • Variety of computer software, including word processing, database and spreadsheet applications.
  • Basic practices of supervision.
  • Computer file management principles and software applications such as MS Office is desirable.
Skill to:
  • Composing letters and preparing a variety of reports, using appropriate format and computer software;
  • Prepare statistical reports;
  • Present ideas and concepts orally and in writing;
  • Perform a variety of specialized, technical accounting and financial work;
  • Follow oral and written instructions and procedures;
  • Utilize public relations techniques in responding to inquiries and complaints; and
  • Establish and maintain effective working relationships with other department staff, other City employees and the public.
Ability to:
  • Make complex and varied mathematical computations and tabulations rapidly and accurately;
  • Understand and carry out complex oral and written instructions;
  • Coordinate and oversee the activities of subordinate personnel;
  • Establish, foster and maintain positive, harmonious working relationships with other employees, officials and the public; and
  • Apply advanced principles related to area assignment is desirable.
When Assigned to Housing:
  • Processes contractor payment requests, lien releases and change orders;
  • Coordinates the maintenance of record keeping and filing systems of housing programs and grants (Real Estate Development, Housing, Redevelopment, Community Development, Community Development Block Grant (CDBG), HOME, Emergency Solution Program (ESG)
  • Provide technical assistance in presentations to citizen groups regarding housing programs; and
  • Other duties and responsibilities as assigned such as Audits, Compliance and Monitoring.
When Assigned to Parks, Recreation and Community Services:
  • Processes quarterly grant reports, purchase orders and Personnel Action Forms;
  • Records and tracks park / building maintenance deficiencies and needed repairs;
  • Provides technical assistance in facility scheduling, ActiveNet registration software, cashiering, and Eden reports;
  • Audits department revenue and closes out daily records with Treasury;
  • Administers Kronos department payroll for up to 150 employees;
  • Coordinates department marketing materials and approvals; and
  • Assists in organizing department special events.

Minimum Qualifications

Sufficient education, training, and/or work experience to demonstrate possession of the required knowledge, skills and abilities, which would typically be acquired through:

Education:

  • Graduation from high school, supplemented by specialized training or education related to area of assignment;
  • Minimum of two years of college with major coursework in business administration, personnel management, accounting, computer science, or related field is desirable. 
Experience:
  • Six (6) months to three (3) years of increasingly responsible data processing/computer work experience;
  • At least six (6) months of equivalent experience in a similar position in which most of the essential functions of this position were performed; and
  • Experience with municipal government agency related to area of assignment is desirable.
Certificates & Licenses:
  • Must possess and maintain a valid Class C California Driver's License
Other:
  • Ability to speak, read and write in another language (ex: Spanish, Chinese, Mandarin, Cantonese) is desirable.

The names of candidates receiving a passing score in the examination will be placed in one (1) of three (3) Bands on the Eligibility List. The names will be placed in alphabetical order within each Band. The Eligibility List will be valid for a period of twelve (12) months from the date the List is posted.
