Development Specialist III-IV DOQ

Regular Position

The Development Specialist III-IV, under general supervision, performs the more difficult and complex assignments requiring the use of independent judgment and problem solving techniques.
 
DS III-IV must have considerable knowledge of assigned program regulations and procedures and work with little or no supervision. In addition, employees at this level may be required to assist in the training of lower level staff. 
 
The ideal candidate must have skills in most phases of project development, including feasibility analysis, preparing and tracking development budgets, planning and entitlements, managing design consultants, procurement, bidding, contracting, lease negotiations, project close out, and post-construction evaluations. The ideal candidate should also have strong knowledge of real estate transactions, including the various elements of public sector disposition of real property assets.
 

Essential Job Duties

Knowledge of:

  •  Program monitoring techniques.
  • Applicable federal and state laws, regulations, policies and procedures.
  • Federally funded grant programs.
  • The theory, principles and practices of business, industrial and commercial finance, and commercial real estate finance.
  • Land acquisitions and title, appraisal and market analysis.
  • Commercial and industrial development and related procedures.
  • Practices, methods techniques and procedures for packaging and negotiating development deals and financing options.
  • The use of federal tax credit programs in economic development activities.
  • Requirements and regulations related to loan underwriting and processing.
  • Principles and practices, techniques of budgeting, personnel administration, organization and management as it applies to the operation of business entities.
Ability to:
  • Develop and implement methods for securing the participation of private lending institutions and other private and public entities in economic development projects.
  • Assist management to develop new, innovative financing programs to enhance the economic development activities of the Commission.
  • Serve as liaison with private and public lending institutions and with venture capital businesses.
  • Develop, implement and evaluate procedures and forms for loan underwriting, data gathering, loan processing, loan monitoring, and loan workouts.
  • Plan and coordinate activities related to securing financing for industrial and commercial development activities.
  • Plan, organize and manage multiple projects.
  • Write grants, as needed.
  • Interpret and apply laws and regulations to federally funded programs.
  • Understand and apply policies and procedures.
  • Compile and analyze a variety of statistical or financial information.
  • Analyze data gathered, interpret and develop solutions or alternative methods of proceeding.
  • Make effective recommendations.
  • Establish and maintain effective working relationships with internal and external stakeholders.
  • Maintain accurate records.
  • Utilize a computer and job related software programs.
This position requires a self-starter with a high energy level, sound judgment, discretion, and the ability to communicate effectively with developers, businesses, residents, CDC staff and other community stakeholders.
 

Qualifications

  • Bachelor's degree or higher from an accredited college/university in Business or Public Administration, or a related field.
  • Minimum three (3) years of paid experience in affordable housing, economic development, public works or capital projects in a public agency, private company, or other development-related field.
Desirable Qualifications
Master's degree in Public Administration, Business Administration, Urban Planning, Project Management, Economics or a related field.
