SPECIAL INFORMATION:
The County of Los Angeles is a Fair Chance employer. Essential Job Functions

  • Provides technical direction, as a team leader, to lower level staff assigned to assist on a program element on preparation of major published report.
  • Analyzes, develops recommendations, and prepares reports on federal, state, and local legislation having an impact on human relations programs or departmental operations; monitors progress of legislation and keeps Committee on Legislation informed of such progress; maintains liaison with other County departments and community agencies and groups on human relations legislation.
  • Acts as staff assistant to a committee of the Commission on Human Relations by providing administrative and technical assistance such as arranging and assisting in conducting meetings; assists in preparing meeting agendas and documents, preparing and distributing committee correspondence, and conducting special research and preparing reports on issues and topics of interest or concern to the committee.
  • Provides specialized consultant services to, and maintains liaison with, a particular ethnic group on a County-wide basis; serves as the subject matter expert on ethnic group to the Commission on Human Relations and its staff.
  • Meets and confers with, and serves in a resource capacity to, community agencies, groups, and organizations to resolve or mediate conflict situations, analyze and evaluate community conditions, problems and needs, organize and develop community groups, and develop and implement group conducted projects for the improvement of inter-group human relations.
  • Participates in the selection, development, presentation, implementation, and evaluation of educational and training programs and conferences on human relations subject for members and staff of community agencies, groups, and organizations.
  • Assists community groups, agencies, and organizations to resolve potential or actual inter-group conflicts by identifying the causes leading to such conflicts, and in the development and implementation of procedures, plans, or programs to foster cooperative relationships to reduce or eliminate sources of conflict in the community.
  • Prepares or participates in preparing written materials such as research reports, booklets, newsletters, and press releases on human relations matters and activities for publication and distribution; identifies, participates in the selection, and conducts research on human relations topics considering community needs and the Commission's mission and priorities.
  • Speaks before and participates in meetings of community agencies, groups and organizations on subjects related to human relations and to explain, promote, and gain support and cooperation in the furtherance of the Commission's policies, programs, and initiatives.
  • Keeps informed of community conditions, programs, services, concepts and research activities relating to human relations through contacts with representatives of community agencies, groups, and organizations, and by collecting, analyzing and interpreting published articles and research papers on human relations topics.

Requirements


SELECTION REQUIREMENTS:

OPTION 1:
A Bachelor's degree from an accredited college with a specialization in the social sciences or a closely related field of the behavioral sciences and completion of one year of graduate coursework in an accredited college with specialization in the social sciences or a closely related field of the behavioral sciences

- AND -

Three years of experience in human relations work concerned with one, or a combination, of the following areas:

  • The improvement of inter-group relations
  • Delinquency prevention
  • Community welfare or social development programs
  • Community relations programs
  • High risk youth programs


OPTION 2:
Two years of experience as a Human Relations Consultant in the service of the County of Los Angeles.


For this examination, human relations work is defined as policy development; program planning, design, development, or evaluation; leading teams in these processes; or providing technical assistance to build the capacity of other organizations.

A closely related field of the behavioral sciences is defined as an area of study that seeks to understand and improve aspects of human behavior toward one another.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS 2:
Light physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

CANDIDATES MUST MEET THE SELECTION REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST

No person may compete for this examination more than once every twelve months.

VACANCY INFORMATION:
The resulting eligible list for this examination will be used to fill the vacancies within the Department of Workforce Development, Aging and Community Services.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of one year following the date of promulgation.

SELECTIVE CERTIFICATION:
In accordance with Los Angeles County Civil Service Rule 11.03, a Selective Certification may be established from this resulting eligible list for specific experience in the human relations areas of transgender relations and the Anti-Hate Campaign.
