CLASS CHARACTERISTICS: Reporting to the Director of Labor & Employee Relations or his/her designee, the Senior Human Resources Analyst will play an integral role in the overall strategic organizational direction of the Housing Authority of the City of Los Angeles. The incumbent will support the development and implementation of new policies and practical consultative activities, specifically in the areas of leadership development, change management, succession planning, coaching, training, discipline and general interventions/team-building activities, as well as other special projects as assigned.
Due to the nature of this position and its scope within the organization, the incumbent hired into this role will be expected to be proactive, learn quickly, develop positive relationships with the Housing Authority's bargaining units, demonstrate a well-rounded knowledge in Human Resources operations, and embrace the Housing Authority's BuildHOPE vision plan.
KNOWLEDGE, SKILLS, ABILITIES: - Excellent analytical skills;
- Ability to facilitate instructor-led workshops and learning events.
- Proficient implementing, analyzing, reporting survey & assessment data.
- Must be customer focused and possess: (1) the ability to develop solutions to a variety of problems of moderate scope and complexity; (2) excellent verbal and written communications and presentations skills; (3) excellent interpersonal skills to influence and guide employees, managers and external parties; (4) the ability to maintain the confidentiality of sensitive information; and, (5) excellent technology skills.
- Ability to work independently or in a team environment is essential.
MINIMUM REQUIREMENTS:
Education - Bachelor's degree in Human Resources, Organizational Development or a related field; Masters or Juris Doctor (J.D.) Preferred
Experience - A minimum eight (8) or more years of progressive professional experience in a Human Resources department, with experience in recruitment, benefits, leave management and workplace investigations.
DESIRED QUALIFICATIONS:
Education: The desired qualifying candidate will have a Masters degree or Juris Doctor (J.D.).
Experience: The desired qualifying candidate will have extensive human resources experience in a large organization, ideally with a public entity, including familiarity with labor relations under the Meyers-Milias-Brown Act and/or National Labor Relations Act, as well as certification or related experience and expertise in change management, data collection and analysis, 360 and/or other coaching, workshop facilitation, team-building and instructional design.
EXAMINATION: Applications will be reviewed for relevant experience, education, and training. Applications must be detailed and complete for proper evaluation. Applicants must pass each phase of the testing process with a rating of 80% or higher to continue in the selection process. Candidates will start at STEP 1 of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
