ABOUT THE POSITION:
The position is located in the Financial and Accounting Services Division (FASD). The FASD is responsible for managing LACERA's financial operations in accordance with established fiscal policies. The position reports to the Chief Financial Officer (CFO) of the FASD and provides comprehensive professional-level administrative support primarily to the CFO, and, as needed, to the Assistant CFO and FASD staff. The position is responsible for performing highly complex, confidential, and time sensitive functions for FASD management. The incumbent works independently performing administrative duties that require a highly specialized knowledge of LACERA. The position may also be responsible for leading and supervising subordinate personnel.

Work Schedule: This full-time position is required to work an eight (8) hour day, Monday through Friday, for at least the first six (6) months of employment.
   

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to each classification. Depending on the assignment, duties may include, but are not limited to the following: 

Replies to correspondence with or without dictation.

Screens office and telephone callers by furnishing the information requested, referring to others those who may be better served elsewhere, and personally taking care of those whose business does not require the attention of the supervisor.

Makes appointments and arranges conferences and meetings for supervisor.

Acts as intermediary between supervisor and staff, transmitting messages, orders, and requests, both written and verbal, and acting for supervisor in the supervisor's absence, as authorized.

Acts as liaison officer between the supervisor's office and other departments, agencies, and jurisdictions.

Prepares inter-office notices, bulletins, and memoranda, with or without dictation, including interpretations of departmental policy and the laws and regulations governing the activities of the office.

Gathers data for general information purposes or special reports, contacting other departments, employees, agencies, and individuals for additional material as necessary, and may prepare reports for supervisor's approval upon request.

Checks material being submitted for supervisor's attention to ascertain that all relevant data, files, and signatures are included.

Relieves supervisor of routine personnel, budget, and other operating details such as scheduling, timekeeping, approving material and purchase requisitions, and contacting the Chief Administrative Office, Department of Human Resources, and other departments.

Keeps check on the execution of plans, improvements, and projects instituted by the supervisor and recommends improvements in departmental procedures.

 




 

REQUIREMENTS

SELECTION REQUIREMENTS:
Three (3)  year's responsible secretarial experience at the level of Los Angeles County's class of Secretary I, Secretary II, or Stenographic Secretary 

-OR-

Three (3)  year's experience as a Secretary, LACERA.

KEYBOARDING RATE: 40 net words per minute.*

LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II– Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

ADDITIONAL INFORMATION

DESIRABLE QUALIFICATIONS:

  • Demonstrated experience working in a leadership or supervisory capacity, responsible for the work of subordinate personnel.
  • Demonstrated experience formatting, editing, and finalizing memos, letters and reports. 
  • Demonstrate experience completing multiple work assignments simultaneously, accurately, and within assigned deadlines.
  • Demonstrated experience managing appointments/meeting schedules, maintaining calendars, and arranging meetings/conferences, which may include making travel arrangements and lodging accommodations when necessary. 
  • Graduation from an accredited college or university with a Bachelor Degree.
To receive credit for the above desirable qualifications, your application must clearly describe your experience.

Knowledge of: Administrative practices and general rules; correct English usage, grammar, spelling, punctuation and vocabulary; principles of management, supervision, and training; and applications of the Microsoft Office Applications including Word, PowerPoint, and Excel. 

Ability to: Communicate clearly and effectively, orally and in writing; interpret written and oral instructions and carry them out; perform responsibilities accurately and timely with minimum supervision; self-starter; work well independently and in a team environment under strict time constraints; think critically; exercise initiative and independent judgment within defined policies and procedures; exercise appropriate customer service skills; provide leadership; exhibit interpersonal skills using tact, patience, and courtesy; plan and organize own work and the work of others; establish and maintain effective working relationships with other staff internally and externally; identify complex problems and review related information to develop and evaluate options and implement solutions; manage one's own time; and operate a personal computer utilizing Microsoft Office applications such as Word, PowerPoint, Excel, and Outlook. 

EXAMINATION CONTENT: This examination will consist of:

Part I: A qualifying evaluation of training and experience based upon application information, desirable qualifications, and supplemental questionnaire.

Only the most highly qualified applicants as determined under Part I, will be invited to continue in the examination process under Part II.

Part II:  A qualifying performance typing test of 40 net words per minute.**

Part III: An appraisal (oral) interview weighted 100%.

The appraisal interview will access the applicant's knowledge, experience, and general ability to perform the essential functions of the position.

A selection interview may be conducted to determine the candidate's fit for the position.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70 PERCENT OR HIGHER ON EACH WEIGHTED PORTION(S) OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

EXAMINATION NOTIFICATIONS:

KEYBOARDING SKILL/TEST**
A qualifying performance typing test of 40 net words per minute will be administered to candidates who have not held a typing position in the service of the County of Los Angeles. Candidates will be allowed three (3) opportunities to pass the typing test on the day of their appointment. You must keep your scheduled appointment. Only those candidates who pass the typing test will be eligible to continue in the selection process.

The following candidates are not required to take the County typing test: 1) Those candidates who currently hold or have held a typing position in the service of the County of Los Angeles, or 2) Those candidates who have taken a Los Angeles County typing performance test at 40 net words per minute administered by a County Department.

Only certificates issued by a Los Angeles County Department, the Department of Human Resources, or a LACERA approved agency will be accepted. Please contact LACERA Human Resources for a list of approved agencies.

ELIGIBLE INFORMATION: The names of candidates receiving a passing grade will be placed on the eligible list for a period of twelve (12) months following the date of promulgation.
