Under the direction of the Assistant Director of Human Resources, this management position administers, coordinates and participates in a variety of professional-level human resources management functions such as recruitment and selection, classification, compensation, organizational development, labor negotiations, employee relations and training.

Essential functions of the job include, but are not limited to, the following:
Develops, plans, organizes, supervises and/or evaluates the activities of a variety of human resources functions.
 
Supervises, trains and evaluates support and professional staff members; assists in the development and administration of the Department budget.
 
Supervises the recruitment and selection program and ensures that hiring and examination processes are coordinated in a fair, objective and independent manner; develops and administers examinations for a variety of job classifications.
 
Plans and coordinates recruitment and selection activities with City departments; prepares job bulletins and recruitment information; recommends, schedules, and coordinates advertising activities in appropriate media.
 
Coordinates selection processes as assigned, including recruitment, evaluating applications and developing and administering examinations.
 
Utilizes automated applicant tracking/exam scoring/statistical analysis software to conduct analysis of exams.
 
Reviews, updates and revises class specifications, and develops class specifications for new classifications.
 
Supervises and participates in job analysis, classification studies and position reallocations.
 
Investigates grievances, Civil Service appeals and discrimination complaints.
 
Gathers data and conducts analysis of data used in contract negotiations; participates in negotiations and contract administration.
 
Performs independent research and analysis of human relations issues and submits recommendations.  Prepares written reports and policies and makes formal oral presentations to managers, executives, Civil Service Commissioners, and community-based organizations.  
 
Participates in negotiations and contract administration. 
 
Prepares and/or delivers orientation programs, training programs, and other related workshops.
 
Researches special issues in fields related to human resources and employee relations subject matters and prepares written reports. 
 
Develops, updates or revises policies, procedures, handbooks, and manuals.
 
Conducts studies and administrative investigations relating to work-flow, work environment issues, Civil Service Appeals, discrimination complaints and grievances, prepares written reports of findings, and recommends appropriate action.
 
May serve as staff to the Civil Service Commission, preparing agenda items and staff reports as directed.
 
Designs, coordinates and conducts training programs in complex human relations and organizational development issues.
 
Drives on City business.
 
Ensures Department services are provided with the highest customer service and ethical standards.
 
Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
 
Performs other related duties as assigned or as the situation requires.

Minimum Requirements

Knowledge, Skills & Abilities
Knowledge of:
Complaint investigation and conflict resolution techniques.
Current federal, state and local legislation pertaining to human resource management, employee relations and equal employment opportunity.
Principles and procedures of public agency human resource management and operations.
Laws and legal principles relevant to labor and employee relations, including but not limited to the Meyers-Milias-Brown Act, Fair Labor Standards Act, Public Safety Officer Procedural Bill of Rights, Americans With Disabilities Act, Family and Medical Leave Act, and other related laws.
Business letter writing and report preparation.
Process of collective bargaining. 
 
Skill in:
Oral and written communications within a one-on-one and group context.
Making independent judgments and decisions based on standard policy or procedure.
Organizing and prioritizing assignments.
Utilizing a variety of Microsoft Office software programs, including Outlook, Word, Excel, and PowerPoint.

Experience
Five years of recent, professional experience in several areas of human resources administration, such as recruitment and selection, classification and compensation, employee relations, training. A minimum of two years of experience supervising journey level staff is required.  Experience working in a public agency human resources department highly desirable.
  
Education/Training
Bachelor's degree in human resource management, public administration, political science, psychology, business administration or a related field.
 
License(s)/Certification(s)
Valid California Class C driver's license.
 
Note
An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
 

Selection Process

The examination will consist of an evaluation, a written exam, and an oral, with the evaluation as a qualifying step, written – 25%, and oral – 75%. The written exam will assess the candidate's written communication skills.  Approximately the top 12 scoring candidates who pass the written exam will be invited to the oral interview. Candidates must pass each exam component with a minimum score of 70% in order to be placed on the eligible list.  All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the oral examination.  Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position.  The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination. The selected candidate will be subject to a background investigation including LiveScan fingerprinting.TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED.
