Under the direction of the Principal Accountant, this position will assist in the daily operations of the LAHSA Finance Department's Accounting Unit. Areas of responsibility include general ledger account maintenance, AP/AR, financial reporting, and technical assistance. This position will also be specifically responsible for benefits administration, payroll processing, and the management of LAHSA's timesheet system. Work with LAHSA departments and units to ensure compliance with contract terms, policies and procedures and provide any necessary technical assistance as it relates to payroll processing and benefits administration.

Essential Job Functions
Participate in maintaining an automated fund accounting system in accordance with Generally Accepted
Accounting Principles and applicable Federal, State, County and City regulations.
Assist in establishing, implementing and maintaining internal controls and accounting policies and procedures.
Review, analyze and interpret cost allocation plans.
Maintain accuracy and data quality within LAHSA's online Timesheet Management system and ADP.
Offer innovative enhancements to department operations.
Ensure time sheets are reviewed/processed appropriately and payroll and benefits expenditures are properly recorded in the general ledger, including grant - funding source(s), account code, function, program, and contract, and appropriately entered into LAHSA's automated fund accounting system general ledger, in accordance with GAAP, Federal Grant management practices and applicable Federal, State, County and City regulations.
Assist auditors and grant monitors during annual financial audits.

Assist the Principal Accountant with the day-to-day responsibilities of payroll and benefits administration, cash management, including the monitoring of revenue receipts, release of payables, and assurance of adequate cash flow in LAHSA operating accounts.
Review and maintain submission of electronic timesheets thru GHG system.
Process payroll thru ADP system and maintain and enter all related benefits transactions to the general ledger.
Implement the electronic filing system for payroll documentations.
Act as back up to Sr. Payroll Accountant, when deemed necessary.
Knowledge, Skills & Abilities
Fund accounting and fiscal grants management of federal and non-federal funds.
Payroll and Benefits Administration
Homeless funding regulations, requirements and procedures, including the HUD CoC Program (formally the Supportive Housing Program [SHP]), Independent Living Program (ILP), Department of Public and Social Services (DPSS), Emergency Solutions Grants (ESG), and Community Development Block Grants (CDBG).
LAHSA homeless program types.
2 CFR Part 200 and general ledger management and maintenance.
Team?based project management.
Intermediate or advanced level understanding of computer software programs, specifically Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet, as well as working knowledge of project management software (MS Project).
Knowledge of fund accounting software, preferably MIP Abila.
Training & Experience
Graduation from an accredited college with a bachelor's degree in accounting, finance, or business administration; an equivalent combination of applicable training and experience may be substituted for educational requirements, Candidate must possess a minimum of three years of accounting or payroll experience in a governmental or large non-profit organization.
Salary Range $41,173 - $59,702 Appointments are typically made between the minimum and the midpoint of the range, depending on qualifications.
