REGULAR POSITION
SALARY RANGE: $57,480 - $81,456 ANNUALLY

POSITION SUMMARY

Under general supervision of the Manager and Assistant Manager, the Housing Development Analyst provides technical and management assistance in the Housing Development Unit of the Economic and Housing Development (EHD) Division.  This position requires the use of independent judgment and problem solving techniques and requires knowledge of affordable housing financing and supportive services, as well as various program regulations and procedures. This position requires a highly organized self-starter with a high energy level, sound judgment and discretion, and the ability to communicate effectively with developers, residents, County staff and other community stakeholders. In addition, this position may be required to have program management responsibilities over a program area.

Essential Job Duties

The below statements are intended to describe the general nature and scope of work being performed by this position.  This is not a complete listing of all responsibilities, duties and/or skills required.  Other duties may be assigned.
Under general supervision:
  • Interprets state and federal legislation; and converts to policies and procedures, as needed.
  • Performs a wide variety of activities related to policy analysis and research including designing, implementing, coordinating, evaluating, reporting and monitoring on Commission programs and objectives for the purpose of the creation of new and preservation of existing affordable and special needs/homeless housing.
  • Prepares timely, complete, accurate and concise written technical documents, including the preparation of reports for Board deliberation and approval.
  • Administer County loans or programs using non-traditional funding sources.
  • Provides support for County homelessness and affordable housing initiatives.
  • Performs a variety of administrative duties including: preparing project budgets, disseminating Notices of Funding Availability, preparing Requests for Proposals or Qualifications and managing the solicitation process, evaluating applications submitted and performing other procurement tasks, and other duties as assigned.
JOB COMPETENCIES
  • Knowledge of government funding regulations: federal, state and local laws, codes and other regulations related to affordable housing programs.
  • Knowledge of the issues and evolving best practices related to the development and operation of permanent supportive housing for homeless and special needs populations, including supportive services; property management; coordinated entry systems; rental subsidies; and local, state and federal homeless programs.
  • Highly developed written and oral communication skills, including the preparation of reports, briefing papers, and correspondence.
  • Excellent organizational, coordination, problem solving and time management skills, including the planning and managing of multiple projects.
  • Knowledge of affordable housing financing, including familiarity with federal tax credits.
  • Ability to be proactive and capable of resolving complex problems expeditiously.
  • Interpersonal skills to establish and maintain cooperative working relationships with colleagues at all levels.
  • Solid information technology skills, including knowledge of all Microsoft Office applications (i.e., Outlook, Word, Excel, PowerPoint).

Qualifications

Minimum Selection Requirements
  • Must have a four-year college or university degree in Public Administration, Business Administration, Urban Planning, Real Estate Development, or a related field. A Master's degree in one of these fields may substitute for one year of experience.
  • Must have two (2) years of progressively responsible professional staff experience in affordable housing with an emphasis in development, program management, legislative analysis, or administration.
  • Must have a high-level of proficiency using Microsoft Office Suite.
Desirable Qualifications
  • Master's degree in Public Administration, Business Administration, Urban Planning, Real Estate Development, or a related field.
  • Experience working with affordable housing policies and/or programs in the public sector.
