The Department 
The Human Resources/Civil Service Department is a division of the City Manager's Office.  The Civil Service division provides professional administrative support to the Civil Service Commission and oversees the City's Volunteer Program. 

Civil Service Commission 
The Civil Service Commission is a seven-member governing body with authority over Civil Service positions. The Commission approves testing plans to fill positions for City employment; reviews new and revised classifications (job descriptions); and serves as an appellant board on matters regarding the employee selection process, appeals of below standard performance evaluations, and disciplinary actions. 

The Position
The Human Resources Technician in Civil Service provides support to the Civil Service Commission.  Under direction of the Civil Service Manager, the incumbent will educate employees and the public on personnel policies and procedures, and provisions in the Memoranda of Understanding.  Duties may include, but is not limited to, maintaining employment eligibility lists; processing employment requisitions; and preparing and distributing agendas, materials and packets for Commission meetings.  Additionally, the Human Resources Technician will coordinate the City's Volunteer Program as an advocate for volunteerism by matching our community's volunteers to assignments throughout the organization.  The incumbent will answer routine questions about the City's volunteer program; process volunteer applications; update the volunteer database; assist with outreach and social media; and update webpages.

MINIMUM QUALIFICATIONS

Education and Experience
Any combination of education and experience that provides the knowledge and skills required is qualifying. A typical way to obtain the knowledge and skills would be:

Four years of progressively responsible clerical experience requiring discretion and judgment such as the development and maintenance of personnel and payroll record-keeping systems; coursework in Human Resources, Business or Public Administration or Industrial-Organizational Psychology and experience in a supervisory, senior or lead position over a major clerical function is desirable;
OR

Associates degree in Business Administration, Human Resources Management or a related field and 2 years of clerical work related to Human Resources;
 
OR 
 
Bachelor's degree in Business, Human Resources Management, Industrial-Organizational Psychology or a related field and 6 months of responsible clerical/secretarial work.
 
In addition to the minimum requirements, the ideal candidate in Human Resources will possess the following:
  • Experience with volunteer coordination;
  • Experience in interpreting personnel and employment rules, regulations, policies, and procedures; 
  • Ability to present a professional image as a representative of the City's volunteer program and Civil Service division;
  • Ability to communicate effectively and diplomatically with all types of people and employees;
  • Ability to work with sensitive information and maintain confidentiality;
  • Ability to enthusiastically display a positive attitude with willingness and flexibility to adapt to changing priorities; 
  • Ability to work independently and adapt to shifting assignments and priorities;
  • Excellent proof-reading skills and attention to detail; and
  • Technical skill in word processing, database and spreadsheet applications.

Only those candidates who best meet the City and Department's needs will be invited to participate in the examination process, which will consist of the following components:
 
Written Test: 20% (Tentatively Scheduled on Thursday, March 28, 2019)
Performance Test: 30%  (Tentatively Scheduled on Tuesday, April 16, 2019)
Oral Interview: 50% (Tentatively Scheduled on Tuesday, April 16, 2019)

Candidates that are successful on the written exam with a passing score of 70% or higher, will be notified by email of the performance test component which is a take home project.  The project will be presented during the oral interview.
