The Department of Mental Health, Human Resources Bureau – Leave Management Unit is seeking a highly-motivated, detail oriented individual to fill the position of Management Analyst.

The vacancy is at the Department of Mental Health, Human Resources Bureau – Leave Management Unit, located at 420 South San Pedro Street, Los Angeles, California 90013.

Besides the easy access to freeways and walking distance to Little Tokyo, the Department of Mental offers free parking and a free shuttle service to the Union Station available to all employees assigned to HRB.

Essential Job Functions

This position is responsible for managing the Department's Return-to-Work (RTW) cases.  Candidates must have the knowledge, skills, and abilities to understand and identify the liability risks associated to the accommodation process along with strong knowledge of related applicable laws, County Code, and policies and procedures related to Human Resources.  Duties include, but are not limited to:

  • Respond to Managers, Line Supervisors, and employees on requests regarding the RTW program and reasonable accommodation process.
  • Manage RTW cases; conduct Interactive Process Meetings (IPM); and determine appropriate reasonable accommodation in accordance with the Americans with Disabilities Act (ADA), Fair Employment and Housing Act (FEHA), California Family Rights Act (CFRA), Family and Medical Leave Act (FMLA), County Employees Retirement Law of 1937, County Code, Civil Service Rules, and Departmental policies.  These functions include continuous assessment and evaluation of current cases for action and follow up.
  • Work collaboratively with County Counsel, Third Party Administrator (TPA), and the Chief Executive Office (CEO) to develop strategies to bring workers' compensation claims towards a resolution.
  • Review and monitor Workers' Compensation benefits.
  • Provide training to Managers, Line Supervisors, and staff regarding the RTW program and its applicable laws.
  • Consult and discuss with Senior Staff and the Unit Manager an appropriate plan of action and recommend ways to control and reduce liability risk associated to the reasonable accommodation process. 
  • Prepare detailed written case summaries for sub-rosa requests, case settlement, and claim litigation.  
  • Assess and determine the need for a fitness-for-duty and refer employees to Occupational Health Programs (OHP).
  • May testify in Court and depositions and appear before the Civil Service Commission.
  • Upon request, interact and provide information to the County Equity Oversight Panel.
  • Serve as a liaison between management and employees by handling questions, interpreting laws, rules, and procedures.  Interact with County Counsel, CEO, DHR, TPAs, and LACERA concerning RTW cases.
  • Use personal judgment and initiative to develop effective and constructive solutions to challenges and obstacles regarding the reasonable accommodation process.
  • Utilize the Absence Management System (AMS) to process, monitor, and generate reports of leave of absences and Temporary Agreements.

Requirements

Permanent County of Los Angeles employees who have successfully completed their initial probationary period and currently hold the payroll title of Management Analyst, or hold a comparable item which performs similar work at an equivalent level in salary and complexity and are eligible for administrative reassignment in accordance with Civil Service Rule 15.

  • Strong personal computer and data tracking skills including ability to use Microsoft Office Suite, eHR, AMS, ViaOne Express, and ClaimsVision
