Essential Job Duties

We are seeking a detail oriented and collaborative individual to perform a variety of accounting and budgeting duties. Under the general direction of a Supervisor, this position:

  • Performs General Ledger (GL) accounting activities that include debt management, capital projects.
  • Performs accounting for land held for resale and maintains the property ledger.
  • Performs forecasts on cash and operations and develops strategic financial recommendations.
  • Prepares Pension and OPEB calculations and reporting.
  • Assist in financial and single audit reporting, and Utility User Tax Fund (UUT) reporting.
  • Performs accounting for grant funds including HOME, CDBG, ESG, and FAA grants.
  • Conducts loan servicing activities including recording of loan transactions, posting daily loan payments, processing annual statements, and annual 1098s, and handling loan confirmations from third parties. 
  • Reviews budget proposals and funding requests.
  • Conducts cost/benefit and other types of analysis.
  • Monitors budget implementation and ensures budget compliance.
  • Reviews and approves budget amendments.
  • Reviews historical data for budget forecasting and prepares various project analysis.
 
The ideal candidate must have knowledge of automated accounting systems, Generally Accepted Accounting Principles (GAAP), and the customary conventions used to prepare fiscal records and reports is desirable. Additionally, the ideal candidate will have a demonstrated commitment to building positive, collaborative relationships with other business units.  

The candidate must have outstanding analytical capabilities, and the ability to convey complex ideas clearly and handle multiple priorities. Candidate must be highly organized, able to work independently, and pay attention to detail. The candidate must also possess problem-solving skills, and be a self-starter. 

The candidate must have the ability to independently perform special studies and other assignments involving the collection, organization and analysis of data; plan and carry out assignments with limited supervision; perform multiple assignments while maintaining attention to detail; communicate effectively, both verbally and in writing; maintain a cooperative working relationship with staff and other agencies.

Qualifications

Graduation from an accredited four-year college or university with a major in finance, accounting, or related field and three (3) years of progressively professional staff experience in finance, accounting, auditing, and/or financial and program management of government grants. Experience with MS Word and Excel is essential. Experience with PeopleSoft Financials is highly desirable.
