POSITION DESCRIPTION:
This is an opportunity for well qualified and highly motivated Principal level (e.g. Principal Accountant-Auditor, Program Specialist III, Principal Accountant, etc.) Auditor-Controller employees to laterally transfer and gain experience in one of the ACIS divisionsThe position reports to a Chief Accountant-Auditor, Program Specialist V level or higher and will be responsible for managing one of the key job functions listed below. 
 
KEY JOB FUNCTIONS:
Audit:
Conducts internal audits of County departments such as compliance audits and special studies of financial procedures and internal controls, management structure and organization, program effectiveness, computer system integrity and security, as well as serving as a resource for fiscal policy and internal controls.

Office of County Investigations: 
Conducts criminal and administrative investigations of alleged misconduct and fraud by County managers, employees, contractors, and vendors.
 
Countywide Contract Monitoring Division
Conducts reviews, special studies, and fiscal audits of County contractors, and provides contract monitoring assistance, training, and oversight for County departments.

Essential Job Functions

DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
 
Audit Division:
  • Plans, organizes, directs and evaluates the work of senior level staff;
  • Assists in the development of an annual risk-based internal audit plan and budget;
  • Ensures that audits are planned and conducted in a cost-effective and timely manner, and in compliance with Institute of Internal Auditing standards;
  • Communicates results of audits and other projects to key stakeholders, including the Board of Supervisors, the Audit Committee, and audit client management;
  • Recommends new initiatives, controls, and procedures to ensure good business practices are in place;
  • Assists in developing, interpreting, and evaluating the Division objectives, policies and procedures in accordance with department strategic goals, requirements and standards, and applicable federal, state, and County regulations;
  • Develops and evaluates subordinate personnel to ensure the efficient operation of the division;
  • Provides recommendations to County departments and other related entities to determine if they are performing in compliance with suggested processes, procedures and business controls; and
  • Assists in the compilation and preparation of the division's budget and other financial and statistical reports.
Office of County Investigations:
  • Plans, assigns, directs, and evaluates the work of OCI professional and clerical staff in the conduct of criminal and administrative investigations;
  • Manages sensitive/high priority assignments, including criminal investigations of high-level County employees, department heads, and vendors, and responds to special requests from the Board of Supervisors;
  • Manages the analysis of complex financial records and documents, including bank records, financial instruments, spreadsheets, databases, and electronic evidence to detect and quantify financial crimes;
  • Collaborates with law enforcement staff from the Sheriff's Department, State Franchise Tax Board, and District Attorney's Office, including both attorneys and investigators, on the preparation and prosecution of criminal cases;
  • Oversees maintenance and security of OCI's evidence storage facility, including ensuring that physical controls and chain-of-custody documentation are adequate to preserve such evidence for use in criminal proceedings;
  • Assists in the development of OCI policies and procedures to incorporate best practices from the law enforcement and white-collar crime communities;
  • Consults and advises on countywide policy development and evaluation committees related to fraud prevention, liability, and the streamlining of business operations;
  • Provides expert testimony about white collar crime, fraud, and computer forensics in Superior Court, the Criminal Grand Jury, and before the Civil Service Commission in support of investigations conducted by OCI; and
  • Provides Fraud Awareness training classes to County managers and line supervisors to aid in the detection and prevention of employee and vendor malfeasance.
Countywide Contract Monitoring Division:
  • Manages contract monitoring reviews, Board requested assignments, and special projects;
  • Reviews proposed contracts for appropriate accounting and fiscal requirements and program outcomes to ensure funding is used in accordance with the program requirements and federal/state and County requirements;
  • Manages the analysis of complex financial records and documents, including bank records, financial instruments, spreadsheets, databases, and electronic files to ensure contractors are appropriately using program funds;
  • Prepares work papers, schedules, statistical summaries, and formal reports of audit results, and participates in discussions of audit results with departmental personnel and contractors;
  • Trains staff in basic compliance auditing and contract monitoring techniques;
  • Serves as technical and administrative resources to Division management and client departments; and
  • Presents information orally (e.g., during staff meetings, formal and informal presentations, etc.) and in writing in order to provide guidance and make recommendations that enable the individuals to make informed decisions that improve the efficiency and effectiveness of Countywide, departmental, and/or divisional operations, programs, and service delivery and comply with federal, state, and County laws, regulations, policies, and contract terms and applicable professional standards. 

DESIRABLE QUALIFICATIONS: 
  • A Bachelor's degree from an accredited college or university in accounting, computer science, management science, public administration, or related field or A Bachelor's degree from an accredited college or university with 21 semester units or 32 quarter units of accounting courses, including a course in auditing.
  • Possess an active certification for Certified Internal Auditor (CIA), or Certified Public Accountant (CPA), Certified Fraud Examiner, and/or Certified Information Systems Auditor (CISA).
  • Experience in the development and management of an annual audit, contract compliance or project plan.
  • Experience in successfully mentoring, coaching and developing staff.
  • Experience managing staff performance, including administering discipline and resolving conflict in accordance with Civil Service rules.
  • Experience in interacting with County department managers, non-County agencies, and the public.
  • Knowledge of federal and state laws and regulations affecting Los Angeles County.
  • Excellent oral and written communication skills.
  • Excellent analytical skills.
  • Excellent organizational skills with an ability to multi-task, problem solve, and establish priorities.
  • Ability to work in an unstructured environment.
 
 

Requirements

POSITION REQUIREMENTS:

Restricted to permanent employees of the Department of Auditor-Controller at the level of Principal Accountant-Auditor.
 
Candidates must hold the payroll title of the position -OR- hold a similar classification (e.g. Program Specialist III, A-C and Principal Accountant) with the same level and breadth of experience; complexity; scope of responsibility; perform similar types of work; and have at least one year of auditing experience at the level of Senior Accountant-Auditor, or higher.
