DEFINITION: Under general supervision performs a variety of accounting clerical duties involving financial record keeping and/or transactions including payroll, employee benefits, purchasing, inventory, accounts payable and receivable and collecting; provides a variety of clerical support; and performs related duties as required.

Examples of Duties / Knowledge & Skills

TYPICAL DUTIES: 
 
  • Processes accounts payable and receivable; verify expenditures with departments; prepare and balance daily receipts and deposits; posts data to various ledgers, registers, journals and logs according to established accounting techniques and procedures.
  • Establishes and maintains files and records for accounts payable and receivable; ensure accuracy of payments; researches invoice and statement discrepancies; resolves problems.
  • Participates in the purchasing functions; prepares and updates bid list; participates in the disposal of surplus equipment.
  • Sorts, audits, matches and distributes invoices and monthly statements from vendors and service providers; compares invoice to purchase order; verifies extensions, quantity received, sales tax, and freight charges; processes for appropriate approvals for payment; takes appropriate discounts; confers with vendors as necessary; prepares payments for mailing.
  • Prepares payroll; calculates payroll records; calculates taxes and benefit deductions; prepares and maintains Federal, State, and various required payroll records and reports; prints, audits and reconciles payroll checks and register.
  • Performs a variety of general clerical duties including typing, maintaining files and records; performs back-up duties for various clerical staff.
  • Inputs and retrieves a variety of fiscal and statistical information using a computer terminal; inputs changes to employee master files in the computer.
  • Organizes, checks and tabulates statistical and financial data.
  • Assists customers, departments, and employees by providing fiscal and licensing information, explaining procedures, accepting payments and receipting funds, and answering questions.
  • Assists in the research and preparation of specialized accounting reports and projects.
  • Assists in the preparation of financial reports for grant funded programs.
  • Operates various office equipment.
     
 

 

Minimum qualifications & Requirements

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of: Generally accepted accounting and bookkeeping principles and procedures of public sector accounting including accounts payable and receivable, budgeting, purchasing, payroll processing, journal entries, and financial record keeping; computer systems including automated record keeping and data processing; software applications appropriate to performance of duties; modern office procedures, methods and equipment; fundamental principles and procedures of fiscal record keeping; basic arithmetic.

Ability to: Use sound judgment in the performance of duties; learn the organization of the Housing Authority and the interrelationship between departments, Board of Commissioners, and other governmental agencies; accurately tabulate, record and balance assigned transactions; perform varied accounting clerical work; analyze and classify revenues and disbursements; prepare and maintain financial and statistical reports, files, and records; make mathematical calculations quickly and accurately; operate a typewriter, calculator, computer terminal and other office equipment; type at a speed necessary for successful job performance; understand and carry out oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
 
Skills: The use of computer software applications; the use of various office equipment.
 

MINIMUM QUALIFICATIONS: 
Any combination of training, education and experience which demonstrates potential ability to perform the duties of the position; including high school diploma or equivalent and three years of increasingly responsible clerical accounting and bookkeeping experience utilizing modern computer accounting software applications supplemented by related college level course work.  An Associate of Arts degree in accounting or closely related field may substitute for up to two years of the required experience.

Special Requirements:  Must possess a valid California Class "C" Driver's License.

EXAMINATION 
Applications will be reviewed for relevant experience, education and training.  Applications must be detailed and complete for proper evaluation.  Resumes may be included but may not be submitted in lieu of application content. Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination.  Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List".  Generation of a Certified List does not mean that there are any vacant and available positions at this time.  The Certified List will be available for not less than 12 consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON FEBRUARY 13, & 14, 2019.  If you are invited to the examination process, you will receive an email from  careers@hacla.org NO LATER THAN MONDAY, JANUARY 28, 2019.  This will be your only notice. There will be no changes to the date(s) of the examination.  Should there be  an overwhelming number of  candidates eligible to test, at the Housing Authority's sole discretion, an additional date for this examination will be FEBRUARY 15, 2019.

Candidates will start at STEP 1 of a eight step salary range unless there are special exceptions in accordance with the Personnel Rules.  AFSCME members pay 1% salary toward membership dues.
