DEFINITION:
Supervises a team of analysts and other technical and support personnel providing technical and consultative services to the management of a program; or oversees a small Countywide health program.

CLASSIFICATION STANDARDS:
This is the senior-/supervisory-level class in the Health Program Analyst Series. Positions allocable to this class are located in the department of Mental Health and Public Health and typically report to and receive general direction from a program administrator/manager or higher.  Positions are distinguished either by responsibility for supervising a team of analysts and other technical and support personnel in the development, implementation, administration, and evaluation of a large program, or by non-supervisory responsibility for these activities for a small program.  Factors affecting allocation of positions in the Health Program Analyst Series include but are not limited to scope and complexity of program/clinic, program budget, number and size of contracts, and size and composition of clinical, professional, and support staff.
 
Positions allocated to the Department of Mental Health typically report to and receive supervision from a clinical program manager who oversees multiple Countywide programs, or from a Deputy Director, Mental Health.
 
Positions in the Health Program Analyst Series are distinguished from positions allocated to perform contract development and administration activities as part of a centralized departmental contracting function. Health Program Analyst III is distinguished from Health Program Analyst II in that the latter may lead staff engaged in analyzing program components, whereas the Health Program Analyst III supervises the full scope of program-analysis activities for which the position is responsible
 
These positions require expert knowledge of principles of program administration, organization, and planning; methodologies, concepts, and practices of human services program development, support, and evaluation; and the ability to collect, evaluate, and synthesize data, draw conclusions, and formulate recommendations in connection with community health programs; interpret Federal, State, and County legislative regulations and mandates; and establish and maintain effective working relationships with staff, community members, and other public and private agencies; and communicate effectively orally and in writing.

Essential Job Functions

  • Oversees, participates in, evaluates, and/or independently develops complex plans, including workflows, project timelines, staffing, budgetary requirements, formulation of policies and procedures, and strategic direction and priorities for implementation of proposed or expansion of current programs and services.
  • Analyzes and prepares grant applications, including, program monitoring related activities and services to ensure compliance with grant requirements. Prepares assessments of existing program weaknesses and efficiencies with recommendations for the Deputy Directors consideration.
  • Writes and supervises staff who participate in developing, analyzing, administering and evaluating departmental programs, contractual, and fiscal activities, writing and proofing important internal and external departmental communications such as Board letters and memos, solicitations, budget and contract documents, evaluation and preparation of grant applications, promotional materials, pamphlets, articles, spreadsheets, and correspondence. 
  • Assumes responsibility for complex administrative assignments and duties on behalf of the Deputy Director and supervises and advises staff in the analysis and preparation of program and financial reports for management decisions, approve Personnel Action Requests, coordinates completion of Travel requests, expense claims, service requisitions, and monitor completion of performance evaluations.
  • Works with the consumer advocacy community, consumer-run programs for persons with mental health and substance use disorders, and community based government organizations to resolve issues.
  • Creates and prepares highly sensitive reports and correspondence for the Deputy Director's approval, and monitors assignments to division staff.  Interpret local, State, and federal  and legislative regulations and mandates.
  • Independently develops or amends and shepherds through the DMH approval process policies and procedures for activities and/or programs undertaken by Strategic Planning staff, and ensures that all policies and procedures are current and compliant with audit and funding source requirements. 
  • Develops strategic planning goals and plans for implementation, participates in contact development, administration, and monitoring to evaluate agencies, compliance with contract services requirements. Also, develops policies and community action plans.
  • Supervises and participates in developing Strategic Planning's Recommended, Final, and Supplemental Annual Budgets for submission to DMH Budget Unit, and monitors the division budgets in accordance with guidelines provided by the DMH Budget Unit and County Fiscal Manual.
  • Conducts meetings with department staff, contractors, funding sources, stakeholders, and other County departments, to resolve and/or address issues affecting program development, revenue recovery, expenditures, other Departmental and service-related issues, discuss and advocate for policy issues concerning programs.
  • Coordinates the investigation of contract provider operations, policy, budget, and contract compliance. Participates in the development of position papers, advocates for target populations, and makes recommendations to Deputy Director.  Builds relationships and collaborate with community organizations, non-profit groups, and provide technical assistance and leadership to organizations to improve mental health services.

Requirements

SELECTION REQUIREMENTS:
A Bachelor's Degree* in Social Work, Counseling, Health Care Administration/Management, Public Administration, Behavioral Sciences, Social Sciences, Leadership/Organizational Development, or a closely related field from an accredited college or university-AND- five years of experience in the analysis of mental health programs**, two years of which must have been at the level of Health Program Analyst II***.   A Master's Degree* from an accredited college or university in one of the above disciplines may be substituted for one year of the required experience.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS
2 - Light:  physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.  Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION
**Analysis of mental health programs is defined as the study and investigation of issues and problems of mental health program development, implementation, administration, and evaluation; and the generation of applicable solutions and recommendations.

***A Health Program Analyst II in the service of Los Angeles County Department of Mental Health plans, implements, administers, and evaluates mental health programs. 

DESIRABLE QUALIFICATIONS:

  • Demonstrated experience in the analysis and preparation of grant applications, including, program monitoring related activities and services to ensure compliance with grant requirements.
  • Demonstrated experience working with the consumer advocacy community, consumer-run programs for persons with mental health and substance use disorders, and community based and government organizations.
  • Demonstrated experience in preparing County department or similar non-County organization budgets and monitoring expenditures.
  • Demonstrated experience in the development and implementation of strategic plans for a large organization.
  • Proficient in computer programs, such as Microsoft Office Suite (Word, Excel, PowerPoint, ACCESS) for the development of spreadsheets, charts, graphs, databases and presentations.
  • Ability to build trust, teamwork, resolves conflict, and develop collaborative working relationships with internal and external resources at all levels through effective written and oral communication.
  • Strong organizational and analytical skills to recognize critical elements of problems, develop and evaluate data, determine solutions and make logical and prompt recommendations.
  • Ability to work in an unstructured environment while maintaining a high degree of initiative, and team work collaboration.

EXAMINATION CONTENT
An evaluation of experience based upon application and Supplemental Questionnaire information weighted 100%.

Candidates must achieve a passing score of 70% or higher in order to be placed on the eligible list. 

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.

AVAILABLE SHIFT
Appointees may be required to work any shift, including evenings, nights, weekends and holidays.
