BASIC FUNCTION:
Under direction of the Assistant Superintendent and/or Executive Director, plan, organize, and direct the administration of the Child Development Program, including the direction and supervision of the educational program, curriculum, public relations, personnel and business management in accordance with Board and Administrative policies.
DISTINGUISHING CHARACTERISTICS:
This is a Classified Management position that directs the entire Child Development Program (Early Head Start, Head Start, Preschool, General Child Care, and Private Preschool).
Administers the operations of all Child Development Programs to ensure compliance and implementation per individual program standards.
Develops and implements strategic plans consistent with the overall mission of all program entities and provides long-term vision and planning for the program; develops goals and objectives of the Child Development Department, sections and units supervised.
Supervises and evaluates all certificated, classroom classified, and program staff as required by all contractual agreements and the State of California Education Code.
Provides leadership in communicating to program staff, Board of Education, parents, community members, and district personnel the philosophy, guidelines, timelines, implementation, and compliance of Child Development Programs.
Plans and develops the Child Development departmental and individual program budgets, including projecting revenue and expenses; administers, monitors, and adjusts departmental and program budgets in consultation with management, Board, and advisory committees.
Works closely with Superintendent or Board of Directors, Policy Committee, and related stakeholders to articulate priorities, evaluate services, and determine staffing and organizational structure.
Establishes and maintains relationships with regulatory bodies, schools, advocacy groups, task forces, legal and social services agencies, auditors, consultants, parents, and other parties; acts as the primary point of contact between the District and the Department of Child and Family Services.
Establishes and evaluates operating and administrative policies and procedures to assure efficient program operation and compliance with all contractual terms, conditions and obligations.
Provides leadership for federal, state, county, District, and department meetings and committees.
Coordinates all federal, state, grantee, county, and District reviews.
Oversees staff development and in-service training related to applicable social services; organize, coordinate, and conduct a variety of meetings and workshops to provide support and assistance to the parents of the Child Development Programs.
Attends and participates in board meetings, Policy Committee, District and program functions and provide required documentation and program reports to governing bodies and grantees as required by contractual agreement.
Attends orientations, in-service training, educational programs, community meetings, conferences, and workshops as assigned in order to keep abreast in the child development field.
Maintains knowledge of relevant federal, state, and local laws and regulations; communicates updates to staff for planning, training, and monitoring purposes and adaptation to agency procedures, as appropriate.
Perform other related duties as assigned.
Education:
A Bachelor's degree from an accredited four-year college or university with a major in Education, Public Administration, Child Development, or a related field.
Experience:
Seven (7) years of professional program and fiscal management experience associated with education, social services, family development, and Early Childhood Education Programs operations (Early Head Start, Head Start, Preschool, General Child Care, and Private Preschool), including at least one year of management and supervisory experience.
Licenses and Certifications:
Child Development Directors Permit
Must possess a valid California driver's license and maintain insurability by the District's insurance carrier for liability purposes.
