Restricted to permanent employees of the Department of Children and Family Services who have successfully completed their probationary period. 

Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:
  • Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
  • Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.
VERIFICATION OF EXPERIENCE LETTERS (VOEL) will not be required. Experience performing duties that applicants believe are inconsistent with their official payroll title will be evaluated for this examination. WITHHOLD INFORMATION:
Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing. However, the names of such employees will be withheld from the certification list until the required experience is fully met.

DEFINITION:
Directs the administration of children's protective services or adoption programs in a regional office, the Child Protection Hot Line, Emergency Response Command Post, Adoptions Operations, Juvenile Court Services, or other specialized program.

CLASSIFICATION STANDARDS:
Positions allocable to this class report to a Regional Administrator, Children and Family Services, and are responsible for directing the administration of a regional office which administers protective or adoption services or which provides specialized administrative assistance to the Deputy Director,Children and Family Services, Bureau of Operations. Incumbents must exercise knowledge of the principles of management and supervision and the methods of planning and budgeting to meet the needs of a regional office which services a large geographical service area. In addition, incumbents must possess a good working knowledge of regulations and the policies and procedures related to major children and family services programs administered by the department, must possess effective written and oral communication skills, and possess skills to work with various officials and members of the public.

Essential Job Functions

  • Plans, organizes, directs, and participates in evaluating administrative needs for budget, personnel, facilities, and other administrative functions for regional office operations, child welfare or specialized programs.
  • Directs and participates in continuous quality improvement activities to determine the effectiveness of services as well as the need for modification in policies, procedures and practice guidelines.
  • Collaborates with other DCFS personnel to ensure the provision of quality child welfare services is followed.
  • Develops and maintains effective public relations with other County departments, public and private agencies, civic groups, and the public to carry out the Department's goals.
  • Directs, through subordinate supervisors, the daily operations of the regional office or other specialized programs.
  • Provides higher level review and oversight of casework involving high-risk profile clients.

Requirements

SELECTION REQUIREMENTS:
Six (6) years of social work experience within the Department of Children and Family Services dealing with issues of child neglect and abuse or adoption, providing services to children or families with children, three (3) years of which must have been in a supervisory capacity at the level of Supervising Children's Social Worker* or higher in the service of Los Angeles County providing children's protective or adoptions services or provision of specialized children's program service such as the Child Protection Hotline, Emergency Response Command Post, Adoptions Operations, or Juvenile Court Services.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 

PHYSICAL CLASS II - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping, squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
*Experience at the level of Supervising Children's Social Worker is defined as: Supervises a staff of Children's Social Workers providing casework services to children.

EXAMINATION CONTENT:
This examination will consist of an Appraisal of Promotability weighted 100%. The Appraisal of Promotability will evaluate Management and Leadership Ability; Knowledge and Skills; Problem Solving, Oral and Written Communication; Interpersonal and Public Relations; Organizational Ability.

Candidates must receive a passing score of 70% or higher on the examination in order to be placed on the eligible list.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing grade in the examination will be placed on the eligible list and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.

All notifications (Notices of Non-Acceptance, Notice of Results, etc.) will be mailed via United States Postal Services (USPS). Scores cannot be given over the telephone.
