The Accounting Division of the Finance Department is responsible for all general accounting and financial reporting; debt issuance and administration; receivables, grant / project accounting, accounts payable, and payroll; and preparation of the City's Comprehensive Annual Financial Report, managerial reports, and other agency required reports. The total City budget is in excess of $220 million, with basic funds making up about $110 million.
 
There is currently one (1) full-time opening in the Accounting Division of the Finance Department. The City anticipates creating an eligibility list from this recruitment that may be used to fill current and future vacancies for these classifications, so apply now!
 
This vacant position is an "alternatively staffed position," which means that, depending upon the qualifications of the person selected for the job, it can be filled at either the Accountant or the Senior Accountant level. Initial placement in the salary range will be based upon individual qualifications and experience.

SALARY RANGE:
Accountant: $5,311 - $7,403 monthly
Senior Accountant: $5,927 - $8,260 monthly

Accountant
The ideal Accountant candidate: has professional integrity; possesses fundamental accounting knowledge; is customer service oriented; performs their work with a high level of accuracy; works independently with general direction and minimal supervision; works well in a team environment; possesses strong time management and communication skills; quickly analyzes information and suggests solutions; and handles multiple projects simultaneously and meets established deadlines. 

Senior Accountant
The ideal Senior Accountant candidate: has professional integrity; possesses a strong grasp of accounting knowledge; is customer service oriented; performs their work accurately and assesses their work at both a micro and macro level; works well independently as well as in a team environment; possesses strong time management and communication skills; takes ownership of their work and leads by example; is able to quickly analyze information and make quality decisions; handles multiple projects simultaneously and meets established deadlines; and takes the lead in executing projects and tasks from inception to completion with minimal direction.

Example of Duties

Accountant

  • Perform general accounting functions, including accounts payable, accounts receivable, and payroll
  • Assist with researching and resolving accounting problems; determine appropriate classification of funds and accounts; ensure funding availability
  • Compile, reconcile, analyze, and prepare a variety of financial statements, general and subsidiary ledgers, supporting schedules, and other financial and statistical reports in accordance with established internal accounting procedures and reporting guidelines
  • Assist with month end and fiscal year end close, including review of the general ledgers, revenues, expenses/expenditures, grant funds, capital asset additions and deletions, accruals, long-term debt additions and reductions, and GASB adjustments and prepare roll forward schedules and reconciliations
  • Assist with annual external independent financial audit and other special audits by preparing accounting schedules and providing supporting data associated with specific accounting transactions
  • Maintain and reconcile accounts, including the preparation and review of deposits, issuance of checks, preparation and close of monthly transactions, reconciliation of monthly bank statements, and creation of monthly summary of revenue and expenditures; research accounting transactions to correct discrepancies
  • Assist in monitoring internal control procedures, including internal field audits and document related procedures and findings
  • Analyze originating documents and prepare routine, non-routine, and journal entries; and analyze account balances and prepare reconciliations with external and internal source documents
  • Perform related duties as required

Senior Accountant
In addition to Accountant duties, the Senior Accountant will also:
  • Prepare, review and analyze financial transactions for the City; prepare, process, and review journal entries; reconcile and adjust account balances
  • Assist staff and other departments in researching and resolving accounting issues; assist with projections, cash management, and other analytical projects including project accounting, grant accounting, and budget to actual monitoring and variance analysis
  • Develop, implement, and maintain accounting procedures and evaluate and ensure internal controls are appropriate and properly executed/monitored; monitor, maintain, and improve the City's data processing and financial information systems
  • Gather, analyze, and compile financial information to provide recommendations and provide various financial reports, cost estimates, analyses, statements, financial reports, memos, and correspondence
  • Lead implementation of new Governmental Accounting Standards Board (GASB) and other required accounting standards; perform technical research in developing financial reports and/or schedules
  • Prepare the Comprehensive Annual Financial Report (CAFR), the Single Audit Report, State Controller's Reports, and other financial reports
  • Coordinate and lead various City audits 
  • Perform a variety of grant accounting and reporting for all grants city-wide; ensure compliance with applicable laws and regulations
  • Actively participate in preparation of analysis and review of documents required in a debt refinancing or issuance
  • Train staff in their areas of work including accounting methods, procedures, and techniques; respond to questions and inquiries and provide solutions
  • Perform related duties as required

Requirements

EDUCATION & EXPERIENCE:
Accountant
Bachelor's degree with major coursework in accounting, finance, or closely related field, including advanced courses in accounting, auditing, cost accounting, and business law.  One (1) year of increasingly professional accounting experience, preferably in fund, cost accounting, and/or audit.

Senior Accountant
Bachelor's degree with major coursework in accounting, business, public administration or a closely related field.  Two (2) years of progressively responsible experience with accounting, finance, and/or auditing.
 
KNOWLEDGE OF:
Accounting principles, practices, and standards, auditing standards, and internal controls; financial reporting and analysis; budgeting techniques; month-end and year end close practices; computerized financial accounting systems and other software applications.  Governmental Accounting Standards Board (GASB) and relevant Financial Accounting Standards Board (FASB) standards; compliance issues with fund accounting, including governmental, special revenue, capital projects, debt service, enterprise, fiduciary and internal services funds; federal, state, and local agency regulations governing financial and other reporting; and municipal payroll and accounts payable practices.
 
ABILITY TO:
Prepare clear and concise financial reports; make sound analyses and evaluations and effectively present findings; explain, interpret, and implement governmental and enterprise accounting principles and standards; perform specific budget, accounting, and fiscal procedures and policies; develop and modify accounting systems and financial reporting practices; coordinate and manage projects in a timely and cost-effective manner; communicate effectively, both orally and in writing; establish and maintain effective working relationships; maintain confidentiality of sensitive accounting and personnel data; plan, organize, direct, or supervise the work of staff; use applicable software programs, in particular MS Excel; and provide quality customer service.
 
OTHER REQUIREMENTS
Must possess an acceptable financial history.  Certified Public Accountant (CPA) and a California Class C driver's license are highly desirable.
