GENERAL PURPOSE

Under general supervision, performs a variety of specialized and responsible work in the administration, processing, and distribution of the City payroll; provides technical staff assistance to departments and city staff.
 

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this class. Other duties and responsibilities may be added, deleted or changed at any time at the discretion of management, either orally or in writing.

  1. Reviews time sheets submitted by all departments to ensure conformance with appropriate bargaining unit contracts and administrative policies and regulations.
  2. Maintains payroll records regarding salary changes, retirement, employment tax withholding, fringe benefits, voluntary deductions and leave balances; inputs personnel information and time sheet data; reconciles benefit, association/ union dues, and garnishments.
  3. Coordinates and participates in accounting and clerical tasks related to the maintenance of the City financial record keeping, reporting, and control system as needed.
  4. Prepares accounting spreadsheets, journal entries, and month-end reconciliations related to payroll and other general ledger adjustments.
  5. Prepares the SCO Government Compensation Report and various year end schedules, responds to auditor inquiries and request for relevant material and information.
  6. Prepares accounting spreadsheets, journal entries, and month-end reconciliations related to payroll.
  7. Maintains and audits personal leave program records for all employees; distributes balance reports to all departments each pay period.
  8. Processes and reconciles payroll related invoices, including research, code, and data entry.
  9. Processes invoices to be paid, including research, code, and data entry.
  10. Compiles payroll data, enter time sheets and ensures that biweekly payroll is processed accurately to comply with City policies and procedures.
  11. Prepares quarterly payroll reconciliations and W-2 forms; possesses thorough knowledge of CalPERS regulations and City-offered fringe benefits.
  12. Analyzes and projects statistical data to provide information as needed by management.
  13. Coordinates with programmers for implementation of software conversions and updates.
  14. Attends various meetings.
  15. Performs other duties as required.

QUALIFICATION GUIDELINES

Knowledge of:
City rules, procedures and practices governing purchasing, accounts payable processing and related financial transactions; the City's Chart of Accounts and cost center coding structure; principles and practices of payroll and benefit administration; Federal, State and local laws and regulations governing payroll taxes and reporting; Payroll and deductions policies, practices, and procedures; garnishment and employment verification practices and procedures; bargaining and Memorandum of Understanding interpretation; customer service methods and communication techniques; records management and file maintenance procedures; fundamental accounting and internal control practices; computerized payroll and general accounting system; methods and practices of supervision.
 
Ability to:
Operate a computer, calculating machine and other standard office equipment; verify the accuracy of financial data and information; ensure proper authorization and documentation for disbursements; analyze, balance and reconcile financial data and accounts; organize, set priorities and exercise sound judgment within established guidelines; analyze and interpret data and apply and reach sound decisions in accordance with rules, regulations and department procedures; make calculations and tabulations and review fiscal and related documents accurately and rapidly; understand and carry out written and oral instructions; prepare clear and accurate financial records and reports; work effectively and courteously with City staff, contractors, vendors, property owners and customers who may be upset or dissatisfied, the public and others encountered in the course of work.
 
Education:
Graduation from high school or GED equivalent supplemented by specialized course work in accounting of business practices
 
Training/Experience:
Three years of experience in performing financial or statistical record keeping and payroll functions; experience in a local government preferred.  Experience processing payroll in Tyler Munis preferred.
