Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam: Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.  Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.

Verification of Experience Letters (VOEL) will not be required. Experience performing duties that applicants believe are inconsistent with their official payroll title will be evaluated for this examination; all information included in the application material, including information describing your assigned duties, will be evaluated to determine qualification.

Essential Job Functions

A Management Secretary IV is responsible for performing a combination of the following essential job functions on behalf of the Deputy Director served: replies to correspondence with or without dictation; screens office and telephone calls by providing information requested; directs callers to individuals who can reply to inquiry and personally takes care of those whose business does not require the attention of the supervisor; arranges appointments, conferences, and meetings for supervisor; acts as liaison officer between the supervisor's office and other departments, agencies, and jurisdictions; gathers data for general information purposes or special reports, contacting other departments, employees, agencies, and individuals for additional material as necessary, and prepares reports for supervisor's approval upon request; checks material being submitted for supervisor's attention to ascertain that all relevant data, files, signatures, etc., are included; maintains office files and records including those of a confidential nature; and makes recommendations for improvements in office, clerical, and secretarial procedures.

Requirements

SELECTION REQUIREMENTS
One year of complex and highly responsible secretarial experience at the level of Senior Secretary IV or higher in the service of the County of Los Angeles.*

TYPING RATE: 40 net words per minute.**

PHYSICAL CLASS
Physical Class II - Light: Light physical effort, which may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting.  Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION
*All classes in the Secretarial Group perform duties composed of essentially the same basic activities and operations.  Positions in these classes are allocated when the work of the supervisor requires full-time personal secretarial assistance.  The level of secretary allocated is related primarily to the level of supervisor served.
 

**The following candidates are not required to take the County typing test: (1) Those candidates who currently hold or have held a typing position in the service of the County of Los Angeles, or (2) Those candidates who have taken a County of Los Angeles typing performance test at 40 net words per minute administered by a County department.  (Applicants must attach a copy of their typing certificate to their application).  Only certificates issued by a County of Los Angeles department and the Department of Human Resources will be accepted.

***Accredited colleges and universities include all four-year colleges and universities and two-year colleges (i.e., community, junior colleges) that meet the accreditation guidelines mentioned on the bulletin. 

DESIRABLE QUALIFICATIONS
  • An Associate of Arts degree or higher from an accredited*** college or university in Business, English, Public Administration, or Liberal Arts.

EXAMINATION CONTENT

This examination will consist of an interview covering training, experience, personal fitness, and general ability to perform the duties of the position weighted 50% and an Appraisal of Promotability weighted 50%.  The Appraisal of Promotability will measure knowledge and skills, personal and public relations, productivity, written and oral communication, adaptability, and dependability. 

Candidates must achieve a passing score of 70% or higher in each weighted part of the examination in order to be placed on the eligible list.

Final results will be sent by U.S. postal mail.  Test scores cannot be disclosed over the phone.

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.

SPECIAL INFORMATION
FINGERPRINTING AND SECURITY CLEARANCE

Before a final appointment is made to this position, candidates are subject to security clearance which includes fingerprinting. An individual may be withheld from appointment, if he/she has a conviction record incompatible with the essential duties of the position for which he/she has applied. Any false statement or omission of material fact may cause forfeiture of employment rights. Information presented on employment applications, resumes and during the examination process is subject to verification. Disqualifying factors may include but are not limited to: felony convictions, certain job-related misdemeanor convictions, certain serious traffic convictions or patterns of traffic violations (e.g., 4 or more moving violations within the past 2 years, failure to appear, at-fault accidents, and driving under the influence), illegal use of certain controlled substances and/or poor employment history.
