THE POSITION

Job Summary:

Under general direction of the City Manager and/or Assistant City Manager, directs, plans, organizes, budgets, controls and manages the activities of the Information Technology, including development of the City's overall information systems strategy, the alignment of information technology resources to support city wide business processes and strategic direction, ensures short-to-long-term plans are prioritized and consistent with resource allocations, participates as a member of the Executive Management Team, and performs other related duties as assigned.

ESSENTIAL DUTIES

(These functions are representative and may not be present in all positions in the class. Management reserves the right to add, modify, change or rescind related duties and work assignments.)

  1. Oversees the day-to-day operations of Information Technology (IT) and establishes policies, procedures, standards and objectives related to IT.
  2. Directs and supervises full-time and part-time staff, hardware/software requirements, programming, and systems implementation, as well as system workflow and security. Identifies the need for upgrades, configurations or new systems and reports to upper management. Develops, recommends and controls department budget and reports on expenditures. 
  3. Formulates and evaluates department goals, objectives, programs, policies, and practices given City Departments, City Council and community needs.
  4. Evaluates technological and informational needs of the City; makes recommendations and develops strategies and solutions designed to accommodate needs; develops long range planning, coordination, security and quality assurance efforts to integrate and support all information systems within the City; aligns information technology with business needs of the departments in support of the City's Strategic Plan. 
  5. Confers with department heads to determine information technology and communication needs to ensure compliance with standards and compatibility with the City's infrastructure and develops, implements and supports appropriate programs based on systems analyzes
  6. Selects, trains, motivates, and evaluates the work of full-time and part-time staff; coaches and develops full-time and part-time staff and considers succession planning needs; works with employees to correct deficiencies; recommends and implements disciplinary procedures in consultation with Human Resources Department.
  7. Manages/oversees, provides feedback and direction as well as holds accountable selected IT service providers, vendors, consultants in alignment with needs of the City Council, City Departments and Carson employees.
  8. Creates and writes required RFPs for IT needs when required by City Council, City Manager to ensure needs of City are met   
  9. Maintains current knowledge of technology trends and developments, and operating practices essential to implementing successful new technology programs and achieving effective and efficient operations. 
  10. Directs the preparation, dissemination and implementation of information technology standards, policies, regulations, programs and results yielding efficient and cost-effective information and telecommunication services. 
  11. Works closely with City staff and community representatives regarding the open government initiative as it relates to information technology systems. 
  12. Analyzes the effectiveness of departmental practices, programs, and staffing and makes corresponding recommendations for improvement; considers appropriate utilization of full time and part time staff.
  13. Create and maintains a business continuity plan (i.e. for power failure and/or or major disaster)
  14. Makes oral and written presentations to the City Council, City staff, and community groups 
  15. Participates as a member of the Executive Management Team

QUALIFICATIONS

A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:

Education and/or Experience:
Master's degree preferred; Bachelor's degree in Computer Information Systems, Computer, Science, Business Administration, Telecommunication Management or Information Technology required.  A minimum of eight (8) years' experience required in a Management capacity with increasing responsibility for planning, organizing and implementing information system programs and projects, including supervising full-time IT staff. Experience and/or education in a related field may be substituted on a year for year basis.
 

Knowledge of:

  • Municipal Fiber Network.?
  • Tyler Munis System ERP required with previous experience managing implementations, cutovers, launches, etc. of ERP systems.
  • Current information services technology, telecommunication technology; wireless technology and network, and cable TV technology.
  • Functions and operations within area of responsibility.
  • Mainframe /stand-alone/single platform computer environment.
  • OS software; back-up and recovery utilities.
  • Network, multi-user, single platform mid-range (e.g. UNIX/NT/VMS, LAN/WAN) systems.
  • Knowledge of public service applications (i.e. public assistance portals, iPhone apps, etc.)
  • Multifaceted and technically sophisticated projects and on-going operations.? Management, administration, training, supervision, and performance evaluation techniques.
  • General record keeping practices.
  • Basic budgeting practices and procedures.
  • Basic purchasing practices and contract administration.
  • Research and analytical methods.
  • Personal computer software and hardware.
  • Office practices and procedures.
  • Effective methods of report writing and presentation.
  • Cost analysis.
  • Principles of confidentiality.

 
Skill and/or Ability to: 
  • Develop strategic plans for operation and growth.
  • Analyze organizational needs, existing and emerging technology, and costs/benefits
  •  Maintain knowledge of emerging technology as well as understanding applicability of new technology to operations.
  • Formulate, implement and monitor section policies, procedures, standards and long and short-range plans.
  • Use of OEM, 3rd party tools and native scripts/language to perform upgrades, tuning, and security administration.
  • Install, configure, develop, enhance and maintain third party application software that is not common off the shelf (COTS) software.
  • Supervise, direct, and evaluate staff.
  • Identify and analyze problems and take effective corrective action.
  • Effectively communicate orally and in writing.
  • Maintain accurate records and prepare clear and concise reports.
  • Establish and maintain effective working relationship with others.
  • Maintains IT professional network and stays abreast of current technology best practices and trends. 
  • Make effective oral presentations.
     

Licenses and/or Certificates:

Possession of a valid California Class C driver's license.  Employees in this classification will be enrolled in the Department of Motor vehicles (DMV) Government Employer Pull Notice program, which confirms possession of a valid driver's license and reflects the driving record.

Physical Requirements and Working Conditions:

SELECTION PROCESS
Applications will be screened and evaluated for relevant training and experience.  Only those applicants determined to be among the most qualified may be invited to participate in the selection process which will consist of a written exercise, weighted 40%, and oral examination, weighted 60%.  Applicants must achieve a 70% or above on both segments of the examination to be placed on the eligibility list. Passing the writing and oral examinations does not guarantee an invitation to the selection interview. The Human Resources Department reserves the right to invite those amongst the highest scoring to the next phase of the recruitment. Revisions to a testing component during a recruitment process can be made at the discretion of the Human Resources Department, applicants will be notified by email if a revision is made. An eligibility list will be established in accordance with the City's Personnel Rules, Rule VI, Employment List Procedures.
